Окреслено необхідність удосконалення державної політики детінізації, яка комплексно поєднає вирішення основних проблем держави на шляху післявоєнної відбудови, в тому числі підвищення добробуту населення України.; EN: The article outlines the essence of the concept of "poverty" as a phenomenon that reflects the impossibility due to a lack of funds to maintain the optimal standard of living inherent in a specific society in a specific period of time, or poverty is interpreted as the impossibility of maintaining the minimum level of consumption, which is determined on the basis of physiological, social-ly and culturally determined regulations According to the first approach, all those who live below a certain average standard of society are considered poor, and according to the second – only those who live below the minimum level defined by society. Thus, having an economic origin, poverty is a much broader phenomenon. It has been established that poverty is a multidimensional concept that includes different facets and has different ways of manifestation. The global trends in the spread of poverty and the peculiarities of this phenomenon in Ukraine are highlighted. The countries were considered by the level of GDP per capita. The concept of extreme poverty is considered as a type of poverty, which is known as the condition of a family or an individual who has a number of disadvantages that prevent them from participating in all social activities of the community. It is estab-lished that according to the United Nations (UN), this type of poverty is the most serious state of poverty, the term extreme poverty is used to denote a person who cannot meet his basic needs, in particular, in the sense of needs consisting of food, drink water, sleep at home, and access to education and health. A critical analysis of the level of extreme poverty in the countries of the world according to the data of the World Bank was carried out. A critical analysis of the dynamics and current state of the growth of the problem of poverty and deterioration of the level of kindness in Ukraine in connection with a full-scale war with a terrorist country has been carried out. The relationship between the shadow economy and the well-being of the population of Ukraine in the context of ensuring national security is characterized. Обґрунтовано перспективи розвитку Державіаслужби в частині євроінтеграції.; EN: The article examines the retrospective of the creation of the State Aviation Service, its subordination, tasks and functions, legal status, organizational structure and the evolution of its changes. An analysis of the staffing of the State Aviation Service during 2017–2021 was carried out, and its shortcomings were identified. The qualitative composition of personnel by category and gender was studied. An assessment of the dynamics of the number and structure of flights served by the State Enterprise of the Air Traffic Service of Ukraine is provided. The dynamics of the number of flights was formalized, it was established that for all their types it is described by a polynomial function – a parabola with upward branches with a high value of the mul-tiple coefficient of determination. It is shown that the sharp reduction in the number of flights in 2020 violated the established patterns, with the exception of transit transportation, the dynamics of which is described by a killing power function due to the largest reduction in transportation volumes compared to other types. The content and achievements of the functions of the State Aviation Service in terms of: international representation, ensuring the liberalization of air transport are summarized; supporting the Euro-Atlantic integration of Ukraine into NATO; development of an interactive platform for visualization of NOMOS aviation noise levels; spread of best energy efficiency practices and development of "green" infrastructure in civil air-ports of Ukraine; involvement of aviation enterprises in the implementation of the CORSIA program; introduction of a market mechanism for compensation and reduction of carbon emissions for international civil aviation; ensuring compliance of civil aviation of Ukraine with international standards; implementation of the quality management system; development of measures aimed at preventing the spread of COVID-19; conducting consistent work on the digital transformation of air transport; main-tenance of the appropriate level of its operational capacity under martial law conditions; consistent implementation of the adopted anti-corruption program and the SAFER-U project for the development of the aviation legislative framework of Ukraine. The relevance of this study is the need to find ways to improve the social protection of vulnerable sections of the population of Ukraine, who suffered as a result of active military operations on the territory of Ukraine. The research methodology is based on general scientific methods such as analysis and synthesis, which are used to evaluate the main social indicators and draw conclusions about the current state of social protection in the regions of Ukraine. Also, the research in the article was carried out on the basis of the abstract-logical method, according to which proposals are presented and conclusions are drawn regarding the further development of the regional social protection policy. The result of the scientific research of this article is the argumentation that in modern conditions the policy of social protection at the regional level is carried out within the framework of the decentralized model of providing social services in Ukraine. The article shows the advantages of the decentralized model compared to the centralized one and proves that the regional aspect of social protec-tion of vulnerable population groups enables direct contact between recipients and providers of social services, which is an indisputable advantage. The practical value of the article is the substantiation of further ways of development of the regional social protection policy in Ukraine within the perspective model of the organization of providing social services. It is shown that the basis of this model should be the functioning of executive authorities at the regional level, which should perform the corresponding functions assigned to them within the framework of the implementation of social protection policy tasks at the regional level. In particular, we are talking about organizational, monitoring, coordination, analytical, informational, control-ling and financing functions. It has been proven that the agricultural producer in Ukraine is mostly represented by small business entities. It was emphasized that when implementing the minimum tax obligation, it is necessary to balance the interests of the state and taxpayers producing agricultural products on their own lands. The publication substantiates the directions for ensuring the conditions for optimizing the application of the general system of taxation by agricultural commodity producers, taking into account the specifics of agricultural commodity producers under the conditions of creating incentives for the introduction of innovative technologies and technological development. The peculiarities, advantages, and disadvantages of the application of the minimum tax liability are considered, and directions for its optimization are determined.; UK: Стаття присвячена дослідженню сучасного стану, з’ясуванню проблем і розробці напрямів оптимізації опо-даткування сільськогосподарських товаровиробників. Вирішення поставлених у статті завдань здійснено за допо-могою загальнонаукових методів дослідження, а саме: аналізу, систематизації та узагальнення. Методологічною і теоретичною основою дослідження слугували положення економічної теорії, теорії управління, ідеї та положення, викладені у державних нормативно-правових документах України з проблем оподаткування сільськогосподарських товаровиробників. У статті доведено, що сільськогосподарський товаровиробник в Україні здебільшого представле-ний малими суб’єктами господарювання, які, на відміну від великих агроформувань, орієнтовані на внутрішній ринок, забезпечують продовольчу безпеку країни, підвищують стандарти життя населення у сільській місцевості. Зазна-чено, що саме малі сільськогосподарські суб’єкти господарювання мають суттєві проблеми матеріально-технічного, кадрового забезпечення, високу собівартість продукції, відсутність ринків збуту тощо. Акцентовано увагу, що при впровадженні мінімального податкового зобов’язання є необхідним забезпечити збалансування інтересів держави і платників податків, що здійснюють виробництво сільськогосподарської продукції на власних землях. При оподатку-ванні сільськогосподарських товаровиробників необхідно стимулювати інноваційну складову розвитку. У публікації обґрунтовано напрями забезпечення умов оптимізації застосування загальної системи оподаткування сільськогос-подарськими товаровиробниками з врахуванням специфіки аграрного товаровиробників за умов створення стимулів впровадження інноваційних технологій та технологічного розвитку. Розглянуто особливості, переваги та недоліки застосування мінімального податкового зобов’язання, визначено напрями його оптимізації.
