Запропонована принципова схема такої оцінки та визначені її основні складові. Наведено характеристику кожній із складових та їхньому взаємному впливу на загальну оцінку. Доведена доцільність використання кластерного аналізу виявлення диспозиції країн ЄС та України за критерієм досягнення цілей сталого розвитку. Обґрунтований перелік показників для проведення кластерного аналізу та отримано його результати. Для оцінки рівня сформованості зеленої економіки України запропоновано використовувати систему композитних індексів. Визначена як одна із трьох міжнародних систем вимірювання, система вимірювань за допомогою композитних індексів стала основою для розробки авторського інтегрального індексу сформованості зеленої економіки країни (інтегральний індекс GEMI). Визначений перелік з чотирьох міжнародних індексів для розрахунку індексу GEMI. За результатами отриманих розрахункових даних зроблено висновки щодо відносної позиції України серед країн кластеру, а також у порівнянні з іншими країнами ЄС за показником сформованості зеленої економіки. Окреслені подальші завдання дослідження щодо оцінки зеленої трансформації економіки України.; EN: The article is devoted to the justification of the author's approach to assessing the green transformation of the economy of Ukraine as a future member of the European Union. The principal scheme of such an assessment has been proposed and its main components have been determined. A characteristic of each of the components and their mutual influence on the overall assessment has been given. The feasibility of using cluster analysis to identify the disposition of the EU countries and Ukraine according to the criterion of achieving sustainable development goals have been proven. A list of indicators for conducting cluster analysis is substantiated and the need to improve the system of statistical measurements of achieving sustainable development goals in Ukraine is emphasized in order to better adapt to similar meters in the EU. As a result of applying cluster analysis, 5 clusters of EU countries and Ukraine have been obtained. The distinctive characteristics of the obtained clusters of countries are determined, and a comparative assessment of Ukraine’s achievement of sustainable development goals among the countries of the fifth cluster, to which it belongs, is provided. To assess the level of development of Ukraine’s green economy, the authors have proposed to use a system of composite indices. This feasibility has been proven based on a comparison of existing methods for assessing the development of the green economy. The presence of three main measurement systems has been determined: systems for measuring adjusted economic welfare indicators; panel indicator systems and a system of composite indices. It is the measurement system using composite indices that became the basis for developing the author’s integral index of the country’s green economy development (GEMI integral index). The determination of the list of indices used in constructing the author’s index was based on a list of five well-founded criteria, created by the authors. A list of four such international indices has been determined. The article presents the methodology and calculation formulas for calculating the author's GEMI index. The article explores how the integration of green policy and e-democracy (e-democracy) can serve as key tools for effective state-building and the implementation of economic strategies. The paper highlights the importance of using information and communication technologies (ICT) to enhance citizen participation in environmental decision-making. Analyzing various examples from EU countries, the article demonstrates how e-democracy tools such as online consultations, e-participation platforms and digital voting systems can facilitate greater public participation in environmental policy-making. It also discusses the challenges and opportunities associated with these approaches, including issues related to digital literacy, access to technology and the need for a sound regulatory framework. Зазначено, що управління інвестиційною діяльністю підприємств відновлюваних джерел енергії Україні є досить складним процесом, оскільки всі суб’єкти господарювання змушені долати велику кількість макроекономічних перешкод, основною причиною яких є неефективна фінансова політика, надмірний податковий тиск та інші обмеження, встановлені на законодавчому рівні, а також військова агресія яка знищує можливості для ефективного забезпечення енергетичного сектору країни. В статі приведено рівень розрахунків з виробниками за «зеленим» тарифом в якому прослідковується проблеми на державному рівні із оплатою за використану електроенергію підприємств ВДЕ. Окремо визначено короткострокові перспективи для стабільного функціонування сектору ВДЕ які являються критично необхідним задля належної роботи енергетики країни. Окремо було запропоновано заходи для довгострокового (післявоєнного) широкомасштабного розвитку «зеленої» генерації та створення нової моделі енергетичного сектору України. Дана стаття підкреслює необхідність вироблення комплексного підходу до розвитку відновлюваної енергетики в час війни, що враховує не лише технічні та економічні аспекти, але й соціальні та політичні фактори. Одним із яким можливо ввести програму із залучення місцевих ОТГ та районів до залучення та використання відновлюваних джерел енергії, окремо заснувати громадські скликання, щодо визначення потреб громад та його зацікавленості. The basic principles of RES enterprise activity are defined. It is noted that the management of investment activities of enterprises of renewable energy sources in Ukraine is a rather complex process, since all business entities are forced to overcome a large number of macroeconomic obstacles, the main reason of which is ineffective financial policy, excessive tax pressure and other restrictions established at the legislative level, and as well as military aggression that destroys opportunities for effective provision of the country's energy sector. Since our state has significant energy potentials, namely wind, solar, geothermal energy, the energy of small rivers and lakes, the scientific, technical and industrial bases create all the prerequisites for the large-scale development of renewable energy sources in our country. The article shows the level of settlements with producers under the "green" tariff, which traces problems at the state level with payment for the used electricity of RES enterprises. Short-term perspectives for the stable functioning of the renewable energy sector, which are critically necessary for the proper operation of the country's energy sector, have been determined separately. Separately, measures were proposed for the long-term (post-war) large-scale development of "green" generation and the creation of a new model of the energy sector of Ukraine. This article emphasizes the need to develop a comprehensive approach to the development of renewable energy during the war, which takes into account not only technical and economic aspects, but also social and political factors. One with which it is possible to introduce a program for the involvement of local OTGs and districts in the involvement and use of renewable energy sources, separately establish public convocations to determine the needs of communities and their interest.
