Проанализированы системы тарифов на электроэнергию в зарубежных странах. Отмечено, что рациональное использование энергии, сокращение потребления энергоносителей, а также применение технологий, не наносящих вреда окружающей среде, представляют собой важные инструменты в сфере охраны окружающей среды. Исследованы рынки сбыта возобновляемой энергетики в сельских регионах зарубежных стран и Украины. Проанализированы методики внедрения солнечных электростанций в сельской местности. The systems of electricity tariffs in foreign countries are analyzed. It is noted that the rational use of energy, reduction of energy consumption, as well as the use of technologies that do not harm the environment, are important tools in the field of environmental protection. Markets of renewable energy in rural regions of foreign countries and Ukraine are investigated. Methods of introduction of solar power plants in rural areas are analyzed. The reasons for the fall in prices for solar panels in the regions of Ukraine are substantiated. It is concluded that there is currently no competition for renewable energy sources, especially in the power supply system of rural settlements in the regions. Rural areas of the regions of the state are important taking into account their system-forming role in the development not only of the agricultural sector of the regional economy, but also as a place of residence of the rural population, constituting the ecosystem of the country. One of the tools for ensuring the socio-economic development of rural areas is the introduction and further use of renewable energy sources in the power supply system. To date, the potential of renewable energy sources is used in small amounts, especially in the domestic construction industry. Solar energy, as one of the main types of renewable energy sources has received the greatest development in Japan, Germany and the United States. These countries have adopted laws and regulations on the development of renewable energy, as well as provide various kinds of benefits to those who use renewable energy. Актуальність теми дослідження підтверджена тим, що точність прогнозу макроекономічних показників в частині мита повинна формувати чутливість митної політики до його результатів. Доведено з точністю прогнозу 1,32%, що прогнозований показник обсягів ввізного мита підвищиться на 10,24% у порівнянні із 4 кварталом 2018 р. Реальні обсяги ввізного мита із точністю 1,30% перевищуватимуть значення аналогічного показника попереднього кварталу на 7,38%. Доведено, прогнозування митних платежів в частині вивізного мита, доцільно здійснювати тільки у короткостроковому періоді. Із точністю 18,3%, що є допустимим, доведено, що прогнозне значення обсягів вивізного мита становить 53870109 грн., що менше ніж аналогічний показник попереднього кварталу (4 квартал 2018 р.) на 31,32%. Таким чином, передбачається продовження низхідного тренду. За результатами прогнозування обсягів вивізного мита без урахування інфляції, прогнозне значення становить 51430297 грн., що на 4,52% менше за аналогічний показник, ряд динамік якого включає влив інфляції. The relevance of the research topic is confirmed by the fact that the accuracy of the forecast of macroeconomic indicators in terms of duties should form the sensitivity of customs policy to its results, otherwise the measures in this area will be separated from reality and over time, their relevance and expediency will significantly lose their positions. Actual figures of import duties indicate an increasing tendency of the indicator for the period 2016-2018. The seasonal nature of import duties has a significant impact on the volume of customs duties - the level of the indicator above 1, namely in the 3rd and 4th quarters, which should be taken into account in the implementation of customs policy tasks state It is proved with an accuracy of 1.32%, that the forecast import duty will increase by 10.24% compared to Q4 2018, the real import duties with an accuracy of 1.30% will exceed the value of the same indicator of the previous quarter by 7.38%. The unstable dynamics of export duties is described by 47% of the coefficient of variation, that is, the heterogeneity of a number and significant volatility of dynamics, and therefore the riskiness when making managerial decisions within the framework of the implementation of customs policy. It is proved that forecasting of customs payments, in particular, in the part of export duty, is expedient only in the shortterm period. Established, the index of seasonality of the indicator prevails in 1 in 2 and 4 quarters. With an accuracy of 18.3% that is admissible, it is proved that the forecast value of the volume of export duty is UAH 53870109, which is less than the same indicator of the previous quarter (Q4 2018) by 31.32%. Thus, the extension of the downtrend trend is foreseen. This process is only possible if there is a highly developed human capital that needs constant systematic research. The purpose of the article is to carry out an analytical description of the practice of human capital functioning in Ukraine and other countries of the world, indicators of human capital development, determination of Ukraine’s place against the background of other countries. The methodological basis of the study was a systematic approach. The theoretical basis of the study were the positions of the classical theory, the theory of human capital, contained in the works of world scholars. The author’s system of indicators was developed in this research and the following analytical characteristics of the practice of human capital functioning in Ukraine and other countries of the world: the global competitiveness index, consumer price of food products (total cost), the ratio of wages in Ukraine and other countries, the unemployment rate among the economically active population, the average life expectancy at birth, the average median age of the population, the index of environmental efficiency. These indicators somewhat broaden the existing analysis of the practice of human capital. The developed methodological provisions for the analysis of human capital, human development in Ukraine should be correlated with international methods for providing international comparisons. An analytical characteristic was conducted in the context of comparing the achievements of Ukraine and other countries in the world in order to understand Ukraine’s place on the world stage.
