Встановле-но, що митна декларація має важливе значення для забезпечення дотримання митних правил і законів, які вимагають детальної інформації про імпортовані або експортовані товари, включаючи їхню класифікацію, кількість, вартість та відповідні дозволи та ліцензії. Надаючи цю інформацію, єдиний адміністративний документ допомагає митним органам перевіряти законність, безпеку та належне поводження з товарами, а також запобігати контрабанді, шах-райству та іншим незаконним діям. Доведено, що форми митних декларацій відіграють вирішальну роль у визначенні розміру мита, податків і зборів, що застосовуються до імпортованих або експортованих товарів. Інформація, що міститься у митній декларації, використовується митними органами для визначення суми мита, податку на додану вартість, акцизних зборів та будь-яких інших зборів і платежів. Правильне декларування товарів має важливе зна-чення для справедливого та послідовного збору доходів і запобігання заниженню або завищенню вартості товарів. Запропоновано напрями удосконалення форми бланку митної декларації – єдиного адміністративного документу шля-хом спрощення та впорядкування його форми. Визначено основні напрями спрощення форми, що дозволить зробить її більш зручною та зрозумілою. Це зменшить складність її оформлення шляхом усунення непотрібних полів.; EN: The article examines the procedure for filling in the Single Administrative Document – customs declaration. It is established that this topic remains relevant in international trade and customs procedures. The customs declaration is an important docu-ment used for customs clearance purposes when importing or exporting goods between countries. It is noted that customs dec-laration forms, such as a single administrative document, serve as a standardised method for documenting and declaring goods transported across international borders. It is emphasised that these forms contain important information about the goods, their origin, value and any duties and taxes payable. By providing accurate and complete information, a single administrative document facilitates the smooth movement of goods and allows customs authorities to charge the appropriate duties and taxes. It is established that the customs declaration is essential for ensuring compliance with customs rules and laws. They require detailed information about the goods being imported or exported, including their classification, quantity, value and relevant permits or licences. By providing this information, a single administrative document helps customs authorities verify the legal-ity, safety and proper handling of goods, as well as prevent smuggling, fraaud and other illegal activities. The article reveals that customs declaration forms play a crucial role in determining the duties, taxes and fees applicable to imported or exported goods. The information contained in the customs declaration is used by customs authorities to determine the correct amount of duty, value added tax, excise duties and any other fees and charges. Accurate declaration of goods is essential for fair and consistent revenue collection and prevention of under- or over-declaration of goods. The author proposes ways to improve the form of the customs declaration form – a single administrative document by simplifying and streamlining its form. The author identifies the main directions of making the form more convenient and intuitive, which will reduce the complexity of its execution by eliminating unnecessary fields. Tourism is an important factor for gettingnew jobs, economic growth of the country, environmental pro-tection and preservation, and overcoming poverty. This is possible only under the condition of responsible management and planning of tourist recreation areas. Otherwise, traditional tourism can cause significant negative impacts on the environment. Certification of tourist products and services is an important element of state regulation of the activities of tourism entities. Sus-tainable tourism certificates are intended for voluntary assessment and monitoring of environmental and social impacts of tour-ism organizations or destinations that promote tourism. Certification is carried out by certification bodies according to many criteria related to business practices, social policy, environmental impact, supply chain and procurement, etc. For tourists, the certificates for tourism business owners indicates compliance with the basic generally accepted requirements for sustainable tourism, as well as the fact that the company is committed to a sustainable approach to the environment and the local com-munity. The article draws attention to the main aspects of certification of sustainable tourism in Ukraine. Attention is focused on such types of tourism that minimize negative effects on the environment. A number of main advantages are given, thanks to which tourists choose sustainable types of tourism. Such types of tourism should include ecological (green), rural, sports, mountain, cultural and educational, medical and health tourism, etc. The areas of tourism certification and their compliance with national standards were analyzed. According to the Constitution of Ukraine, local self-government is the right of a territorial community – residents of a village or a voluntary association of residents of several villages, towns and cities – to independently resolve issues of local importance within the framework of the Constitution and laws of Ukraine. In the course of studying the activities of local self-government bodies, urgent problems of the quality of staffing of local self-government bodies were identified. The most important ones include the lack of qualified personnel, retraining and advanced training of local government officials in the relevant educational institutions, ensuring proper interaction between executive authorities and local governments, and corruption. The experience of the European Union countries demonstrates a wide range of differ-ent specializations, which is facilitated by the availability of a common information and methodological base for the system of training and advanced training of municipal officials.; EN: Місцеве самоврядування є потужним потенціалом державотворення та однією з основоположних засад демокра-тичного державотворення, оскільки воно поєднує інтереси держави, суспільства та особи, а також забезпечує поєднан-ня прав і свобод людини і громадянина з інтересами держави та суспільства. Згідно з Конституцією України, місцеве са-моврядування є правом територіальної громади – жителів села чи добровільного об'єднання у сільську громаду жителів кількох сіл, селища та міста – самостійно вирішувати питання місцевого значення в межах Конституції і законів Укра-їни. У ході дослідження діяльності органів місцевого самоврядування були виявлені нагальні проблеми якості кадрового забезпечення органів місцевого самоврядування. Найважливішими з них є нестача кваліфікованих кадрів, перепідготовка та підвищення кваліфікації посадових осіб місцевого самоврядування у відповідних навчальних закладах, забезпечення належної взаємодії між органами виконавчої влади та органами місцевого самоврядування, а також корупція. Досвід країн Європейського Союзу демонструє широкий спектр різних спеціалізацій, чому сприяє наявність єдиної інформацій-но-методичної бази системи підготовки та підвищення кваліфікації муніципальних службовців. Необхідно акцентувати увагу на досвід роботи в органах місцевого самоврядування. Окрім того, що посадова особа органу місцевого самовря-дування повинна бути професіоналом у своїй справі, володіти відповідним освітньо-кваліфікаційним рівнем, вона також повинна мати досвід роботи в органах. Підтвердженням проблеми, яка полягає в тому, що з впровадженням реформ в напрямі децентралізації, що супроводжувалися розширенням повноважень ТГ, помітно зросла потреба у забезпеченні органів місцевого самоврядування кваліфікованими працівниками та працівниками з досвідом роботи. ТГ, які були ство-рені навколо районних та обласних центрів, мають краще забезпечення кваліфікованими кадрами. Ситуація із кадровим забезпеченням органів місцевого самоврядування сільських ОТГ значно гірша. Як показує практика, у багатьох громадах проблему частково вирішують шляхом залучення працівників з районних державних адміністрацій, які були розформовані в умовах адміністративно-територіальної реформи на районному рівні. The need for economic revival of rural areas of Ukraine, combined with the growing emphasis on sustainable development and European integra-tion, has created a new challenge for tourism as a potential tool for achieving these important goals at the same time. The develop-ment of sustainable rural tourism has become a priority of national tourism policies and/or strategies in many countries of the world. This article presents proposals for promoting the development of rural tourism in Ukraine. The article analyzes how the principles of sustainable tourism are of particular importance for the development of rural tourism, and examines how these principles can be put into practice through the implementation of regional rural tourism strategies. The advantages of this approach are discussed and recommendations for modern practitioners are offered. On the basis of the study of the current state of development of rural tourism in Ukraine, current problems related to the process of sustainable development of regions during the war and determination of ways to in-crease the competitiveness of rural areas of Ukraine are considered. In connection with the full-scale invasion of Russia into Ukraine, the article mostly analyzes the state of development of rural tourism in the western region of Ukraine, where this development is cur-rently possible. However, the article emphasizes the need to develop rural tourism as a tool for increasing the competitiveness of rural areas in all regions of Ukraine in the post-war period. The article also substantiates the need for the development of rural tourism in mountainous, remote areas, villages, as an important stimulus for the socio-economic development of these territories. Rural tourism is, first of all, the preservation of Ukrainian traditions, the revival of crafts, the reduction of unemployment in villages, and the raising of wages to the urban level. In accordance with the European integration processes in Ukraine, the development of rural tourism can become a powerful tool for attracting investments with effective stimulation.
