Окреслено властивості та ознаки економічної дипломатії. Зроблено акцент на особливостях побудови економічної дипломатії в Європейському Союзі. Зауважено, що комерційна та мікроекономічна дипломатія фактично не застосовуються у практиці ЄС. Єдиний його вимір – макрорівень. Визначено, що економічна дипломатія ЄС змістовно може бути визначена як рамкове процедурне спрощення торговельних і фінансових операцій. З’ясовано, що найбільш широко наднаціональні механізми економічної дипломатії реалізуються в союзі в сфері міжнародної торгівлі, стосовно прямих інвестицій наднаціональні органи ще не створили механізмів імплементації своїх виняткових повноважень. Акцентовано, що наднаціональні органи ЄС практично стримують ініціативи країн-членів. З метою формування цілісної системи європейської економічної дипломатії запропоновано низку заходів.; EN: The article defines the essence of economic diplomacy, as a system of instruments for the implementation of foreign economic policy based on peaceful methods, which includes economic content and diplomatic form. The properties and features of economic diplomacy are outlined, including systemic character, direct and direct connection with foreign economic policy, peaceful and peace-making nature. Emphasis is placed on the peculiarities of the construction of economic diplomacy in the European Union, macro-indicators of its economic development are determined, which reflect a powerful economic system that is constantly growing and ranks third in the world. It was concluded that the European Union does not provide direct and targeted diplomatic support to business entities of member countries. Measures to promote the commercial interests of the countries themselves belong to the sphere of national competences. Commercial and microeconomic diplomacy are actually not used in EU practice. Its only dimension is the macro level. It is noted that EU economic diplomacy can meaningfully be defined as a framework procedural simplification of trade and financial transactions. In terms of form, this is manifested in the participation of a supranational association in international negotiations on trade, cross-border movement of factors of production, regulation of financial markets, protection of intellectual property rights in the international exchange of knowledge, etc. It was found that the most widely supranational mechanisms of economic diplomacy are implemented in the union in the field of international trade, in relation to direct investments, supranational bodies have not yet created mechanisms for implementing their exclusive powers. It is noted that the process of applying mechanisms of economic diplomacy in the EU is reinforced by its own diplomatic service – the European Service of Foreign Affairs. It is emphasized that EU supranational bodies take part in relevant processes along with national agents of economic diplomacy, but in practice the role of Brussels is reduced to restraining the initiatives of EU member states. The positions of Ukraine in the global rankings of the effectiveness of innovative activity were evaluated and the possession of our state with a fairly developed scientific, technical and educational potential as a basis for conducting fundamental nanotechnological research was confirmed, but they also demonstrate the presence of a number of deep structural problems in the domestic economy. Significant inhibiting factors in the development of the nanotechnology segment of the national innovation system are also the preservation of significant bureaucratic and financial restrictions in the internationalization of Ukrainian R&D, which not only repel international partners from this process, but also largely demotivate domestic scientific research institutions to develop international innovation cooperation and involvement in of foreign infrastructural capacities. An immanent feature of the national field of research and development is also the significant problems of international scientific and technical cooperation of domestic institutions and the insufficient level of their integration into the global and European research space. Наголошено на тому, що громадські організації, демократичні ініціативи, активісти, незалежні медіа та журналісти, які сприяють розвитку плюралістичної та демократичної політичної системи в Україні можуть претендувати на грант від Європейського фонду розвитку демократії. Продемонстровано, що фонд є лояльним до тих представників громадянського суспільства, які не можуть знайти підтримку інших донорів. Наголошено, що грантове фінансування Європейського фонду розвитку демократії у розмірі від 10 000 до 150 000 євро доступне як для зареєстрованих організацій, так і для неформальних груп, як для політичних та суспільних рухів, так і одиночних окремих активістів, як для організацій, що мають вже досвід, так і для новостворених. У статті продемонстровано, що перевагою фонду є його гнучкість щодо надання грантів в екстрених випадках. Наведено алгоритм участі потенційних грантоотримувачів у грантових конкурсах фонду та наголошено на тому, що фонд приймає заявки без визначених дедлайнів впродовж року, розглядаючи їх 4-6 разів на рік; заявки на екстрене фінансування можуть бути розглянуті поза звичним графіком. It is emphasized that this grant institution makes a significant contribution to supporting projects that focus on strengthening democratic values, democracy and the rule of law in Ukraine. It is emphasized that Ukrainian civil society organizations, democratic initiatives, activists, independent media and journalists who contribute to the development of a pluralistic and democratic political system in Ukraine can apply for a grant from the European Endowment for Democracy. It is demonstrated that the fund is loyal to those representatives of civil society who cannot find support from other donors. The study indicates that the main priorities of the European Endowment for Democracy are: anti-corruption and accountability, independent platforms and social media, civic engagement and participation, human rights activism and monitoring, women’s civic and political participation, inclusive society, sexual orientation and gender identity, arts and culture, and youth support. It is emphasized that grant funding from the European Endowment for Democracy in the amount of 10,000 to 150,000 euros is available for both registered organizations and informal groups, for political and social movements, and for individual activists, for organizations with experience and for newly established ones. The article demonstrates that the fund’s advantage is its flexibility in providing grants in emergency cases. The algorithm of participation of potential grantees in the fund’s grant competitions is presented and it is emphasized that the fund accepts applications without any deadlines throughout the year, reviewing them 4-6 times a year; applications for emergency funding can be considered outside the usual schedule. To summarize: the grants of the European Endowment for Democracy are an autonomous and additional tool for prompt and flexible provision of financial and technical support to democratization and human rights initiatives in European countries, including Ukraine. It is emphasized that the implementation of the projects funded by the Foundation will help Ukraine strengthen democratic institutions, increase public confidence in the government, and promote sustainable development.
