Науково-теоретичні засади державного регулювання івестиційного забезпечення житлового будівництва

Abstract

UK: Питання активізації економічних перетворень та прискорення темпів соціально-економічного розвитку за сучасних умов неможливо вирішити без належного інвестиційного забезпечення. Будівництво об’єктів житлової нерухомості – сфера, яка традиційно визначається високим рівнем залежності від інвестиційних коштів. Виключна важлива роль у даному процесі відводиться державі. Саме завдяки дієвим державним механізмам регулювання інвестиційної привабли-вості галузі формуються передумови акумулювання інвестиційних потоків та сприяння вирішенню житлової проблеми населення і реалізації завдань соціально-житлової політики країни. У статті досліджено сучасний законодавчий базис регулювання інвестиційних процесів будівництві житлової нерухомості. Визначено сукупність інституційних суб’єктів регулювання інвестиційних процесів у будівельній галузі. Проведено систематизацію науково-теоретичних засад держав-ного регулювання інвестиційними процесами житлового будівництва. Проаналізовано методичну площину функцій, за-вдань та принципів державного регулювання інвестиційної діяльності у галузі. Доповнено методичну площину сукупності принципів державного регулювання процесом залучення інвестиційних потоків у галузі на основі стратегічних пріорите-тів інклюзивності та сталого житлового будівництва. Сформовано авторську схему загальної архітектоніки механізму державного регулювання інвестиційної діяльності у сфері житлового будівництва. Визначено спектр соціально-еконо-мічних та екологічних бонусів від інвестицій у будівництво об’єктів житлової нерухомості з позицій створення нових економічних можливостей для регіону та національної економіки, забезпечення розвитку процесів інклюзивної урбанізації та екологічної стабільності у галузі. Проведений короткий огляд рівня рентабельності інвестицій у житлове будівни-цтво. Визначений потенціал можливих майбутніх послуг від інвестування у сферу житлової нерухомості.

EN: The issue of intensifying economic transformations and accelerating the pace of socio-economic development under modern conditions cannot be resolved without adequate investment support. Construction of residential real estate is a field that is tra-ditionally defined by a high level of dependence on investment funds. The state plays an extremely important role in this process. It is thanks to effective state mechanisms for regulating the investment attractiveness of the industry that the prerequisites for the accumulation of investment flows and assistance in solving the population's housing problem and implementing the tasks of the country's social and housing policy are formed. The modern legislative basis for regulation of investment processes in the con-struction of residential real estate is studied in the article. The set of institutional subjects of regulation of investment processes in the construction industry is defined here. The systematization of scientific and theoretical foundations of state regulation of invest-ment processes of housing construction has been carried out. The methodological plane of functions, tasks and principles of state regulation of investment activity in the industry is analyzed. The methodological plane of the set of principles of state regulation by the process of attracting investment flows in the industry based on the strategic priorities of inclusiveness and sustainable housing construction has been supplemented. The author's scheme of the general architecture of the mechanism of state regulation of invest-ment activity in the field of housing construction has been formed. The range of socio-economic and environmental bonuses from investments in the construction of residential real estate objects from the standpoint of creating new economic opportunities for the region and the national economy, ensuring the development of processes of inclusive urbanization and environmental stability in the industry is defined in the article. A brief review of the level of return on investment in residential construction is carried out here. The potential for possible future services from investing in residential real estate has been determined.
