Еколого-економічна складова управління відходами на засадах циркулярної економіки

Abstract

UK: Досліджено роль циркулярної економіки в контексті сталого розвитку України. Зазначається, що в сучасних реаліях загострюються проблеми, пов’язані з екологічним станом усіх регіонів країни. При цьому на перший план виходить така сфера циркулярної економіки, як поводження з відходами, що виникають у процесі виробництва та обігу. Наголошується, що ефективне управління наявними ресурсами та нові методи утилізації відходів є надзвичайно важливим для України на шляху до євроінтеграції. Вивчено наукові праці вчених, які займаються еколого-економічними проблемами, та відзначено недостатню кількість досліджень, спрямованих на оцінку факторів, що впливають на поводження з відходами. Підкреслено, що в сучасних умовах в Україні запроваджено лінійну модель економіки, яка характеризується надмірним утворенням відходів та низькою ефективністю використання ресурсів. У статті описано процес переходу України на принципи циркулярної економіки, що враховує поставлені Міністерством економічного розвитку і торгівлі України завдання щодо усунення зазначених проблем. На основі даних за 2013-2021 рр. було оцінено вплив факторів, пов’язаних з поводженням з відходами, та доведено, що всі ознаки факторів позитивно впливають на результат «поводження з відходами». Обґрунтовано управління відходами для реалізації циркулярної економіки, яка розглядається на мікро-, макро-, мезо- та мегарівнях. У статті досліджено вплив факторів мікро- та макрорівня та оцінено важливість впровадження принципів циркулярної економіки в різних галузях промисловості в контексті євроінтеграції України.

EN: The role of the circular economy in the context of sustainable development of Ukraine is studied. It is noted that in modern realities, problems related to the ecological condition of all regions of the country are becoming more acute. At the same time, such a sphere of the circular economy as the treatment of waste that arises in the process of production and circulation comes to the fore. It is emphasized that effective management of existing resources and new methods of waste disposal is extremely important for Ukraine on the way to European integration. The scientific works of scientists dealing with ecological and economic problems were studied and an insufficient number of studies aimed at assessing the factors affecting waste management was noted. It is highlighted that in modern conditions in Ukraine, a linear model of the economy has been introduced, which is characterized by excessive waste generation and low efficiency of resource use. The article describes the process of Ukraine's transition to the prin-ciples of a circular economy, which takes into account the tasks set by the Ministry of Economic Development and Trade of Ukraine to eliminate the mentioned problems. Based on the data for 2013–2021, the impact of factors related to waste management was evaluated and it was proved that all signs of factors have a positive effect on the result of “waste management”. Waste management is substantiated for the implementation of a circular economy, which is considered at the micro, macro, meso, and mega levels. The article examined the influence of micro- and macro-level factors and assessed the importance of implementing the principles of the circular economy in various industries in the context of the European integration of Ukraine.
