Переформатування процесу глобалізації та нові блоки в світовій торговельній системі

Abstract

UK: В статті досліджено тенденції переформатування процесу глобалізації та нові блоки в світовій торговельній системі. Визначено, що міжнародні угрупування відіграють першочергову роль у співпраці з метою розвитку, оскільки формують міжнародно-правові режими з розвитку міжнародних стандартів з економічної, соціальної політики, політики в галузі охорони навколишнього середовища. Зазначено, що сьогодні спостерігається трансформація класичної форми територіальної інтеграції держав (у формі міжнародних регіонів). При цьому, глобальна регіоналізація розглядається в якості однієї з основних тенденцій сучасного світового розвитку, результатом якої є формування глобальних регіонів. Проаналізовано зовнішньоторговельні взаємозв’язки між такими країнами та угрупуваннями, як США, Китай, ЄС, НАФТА, ШОС, ЄАЕС та особливості їх блокової взаємодії. Визначено, що практика протекціонізму на початку ХХІ ст. увійшла в суперечність з політикою багатосторонньої лібералізації торговельних відносин, що проводиться з середини XX ст. ГАТТ/СОТ та виникла ситуація втрати взаємної довіри між країнами-членами, що суттєво заважає розробці та прийняттю нових правил міжнародної торгівлі, які б актуально відображали динамічно мінливі реалії XXI ст.

EN: The trends of reformatting the process of globalization and emerging the new blocks in the global trading system have been analyzed in the article. It was determined that international groups play a primary role in the cooperation for development, as they form the international legal framework for the development of international standards of economic and social policies, and policies for environmental protection. The authors have proved that today there is a transformation of the classical forms of territorial integration of the countries (in the form of international regions). At the same time, the global regionalization is regarded as one of the major trends of contemporary world development, which results in the formation of global regions. The foreign trade relationships between countries and groups such as the US, China, EU, NAFTA, SCO YEARS block and especially their interaction have been analyzed. It was determined that the practice of protectionism at the beginning of XXI century has come into conflict with the policies of multilateral liberalization of trade relations, conducted from mid of XX century by GATT/WTO. It has occurred the situation of loss of the mutual trust between Member States, which greatly hinders the development and adoption of new international trade rules that would actually reflect the rapidly changing realities of the XXI century.
