Еволюція теорії підприємництва в контексті державноуправлінського дискурсу

Abstract

UK: У процесі еволюції підприємництва спостерігалося перетворення цього специфічного виду діяльності із індивідуального, окремого в фундаментальне явище сучасного суспільного життя. Його розвиток нерозривно пов’язаний з розвитком державності та формуванням приватновласницьких відносин. На початку ХХ ст. теоретичні основи підприємництва та його ролі в державі зазнають перегляду з боку неокласиків, які акцентують увагу на умови невизначеності, в яких підприємцеві приходиться приймати рішення, що посилює ризикованість діяльності та обумовлює потребу в заходах державної підтримки підприємництва. Оскільки невизначеність, мінливість і ризикованість є невід’ємними складовими сучасного господарського життя, завдання державної політики підтримки підприємництва набувають все більшої актуальності і потребують постійного перегляду.

EN: In the process of evolution of entrepreneurship there was observed the transformation of this specific type of activity from an individual, isolated into a basic phenomenon of modern social life. Its development is inextricably linked to the development of statehood and the formation of state relations. In the early twentieth century, the theoretical foundations of entrepreneurship and its role in the state were revised by neoclassicists, who emphasized the conditions of uncertainty, in which the entrepreneur has to make decisions that increase the risk of activity and determine the need for measures of state support of entrepreneurship. Since uncertainty, variability and riskiness are inherent components of modern economic life, the tasks of state policy to support entrepreneurship are becoming increasingly relevant and require constant revision. The article includes the results of the study of the evolution of entrepreneurship theories taking into account the growing role of the state in the regulation of entrepreneurial activity. The article draws attention to the fact that the founders of the theory of state dirigism provided the impetus for the formation of methodological foundations of interaction between government and business. The gradual evolution of state dirigism into the theoretical provisions of Keynesianism was conditioned by the growing importance of the state monetary policy in stimulating entrepreneurship. The reasons for state intervention in economic life are systematized, as well as the main functions of the state in the institutional environment of entrepreneurship support. It is noted that the transformation of the state policy of entrepreneurship support is carried out under the influence of socio-economic changes, in particular, caused by the war, and the periodization of the evolution of entrepreneurship theory is given. It is concluded that there is a need for permanent revision of the components of the state policy of entrepreneurship support in order to improve it. Taking into account the growth of uncertainty and economic risks, and at the current stage of social development it is advisable to strengthen financial support for small and medium-sized entrepreneurship while preserving its economic freedom.
