Методичні підходи до оцінки інноваційного розвитку машинобудування в умовах євроінтеграційних процесів

Abstract

UK: У статті розглянуто методичні підходи до оцінки інноваційного розвитку машинобудування в умовах євроінтеграційних процесів. Проаналізовано сучасний методичний інструментарій щодо оцінки інноваційного розвитку галузей та виділено системний, структурний, кількісно-якісний, динамічний та ситуаційний підходи. Виокремлено основні проблеми, які виникають при оцінці інноваційного розвитку машинобудування. Визначено, що інноваційний розвиток машинобудування можна оцінити у чотирьох напрямках: виробництво комп’ютерів, електронної та оптичної продукції; виробництво електричного устаткування; виробництво машин та устаткування; виробництво транспортних засобів. Обґрунтовано, що такий підхід дозволяє більш точно оцінити рівень інноваційного розвитку машинобудування порівняно з існуючими підходами та виявити можливості щодо їх розвитку. Запропоновано алгоритм розрахунку інтегрального індексу інноваційного розвитку машинобудування, який має ієрархічну систему: рівень І – це узагальнювальний інтегральний індекс, рівень ІІ – групові інтегральні індекси; рівень ІІІ – показники, що характеризують певні аспекти групових інтегральних індексів. Запропоновано індекс інтегрованості України з країнами ЄС та розроблено методику оцінки впливу євроінтеграційних процесів на інноваційний розвиток машинобудівної галузі.

EN: Methodical approaches to mechanical engineering innovation development estimation are studied in the article. Modern methodical apparatus for the branch innovation development estimation is analyzed and field, the system, structural, quantitative and qualitative, dynamic and situational approaches are emphasized. The main problems of the mechanical engineering innovation development estimation are defined. It is specified that mechanical engineering innovation development can be estimated in four ways: manufacture of computers, electronic and optical products; production of electrical equipment; manufacture of machinery and equipment; production vehicles. It is proved that this approach allows more nearly estimation of the mechanical engineering innovation development level in comparison with existing approaches and generation of their development opportunities. Algorithm of the mechanical engineering innovation development cumulative index computation is proposed. It is a multistage system: 1st level is an integrated cumulative index, 2nd level is presented by the summary cumulative indices, 3d level is presented by the indices that characterize certain aspects of the summary cumulative indices. The index of Ukraine’s integration with the EU is proposed and the methodical approach to assessing of European integration influence on mechanical engineering innovation development is work-out.
