Ринкові реформи в Україні в умовах лібералізації зовнішньої торгівлі з ЄС

Abstract

UK: Стаття присвячена дослідженню гармонізації, адаптації та уніфікації вітчизняних стандартів та норм виробництва, споживання, конкуренції і торгівлі відповідно до законодавства ЄС. Автором висвітлено стан та перспективи реформ спрямованих на розвиток ринково-інституційних відносин у суспільстві та євроінтеграцію у межах зони вільної торгівлі з ЄС. Досліджено основні етапи проведення та визначено проблеми реформування сфери безпеки та забезпечення якості харчових продуктів, антимонопольного законодавства, системи технічного регулювання, митної служби України. Результати дослідження свідчать про повільний, але поступальний рух реформ, зокрема, спостерігається позитивна динаміка впровадження технічних регламентів, санітарних та фітосанітарних норм ЄС у 2011-2015 рр. Складно проходить реформування антимонопольного законодавства, судової та виконавчої влади – існує невідкладна потреба у боротьбі з корупцією, протидії криміналізації економіки, які суттєво перешкоджають налагодженню справедливих та ефективних умов господарювання та євроінтеграції.

EN: The article is devoted to adaptation, alignment and harmonization of the national standards and norms of production, consumption, trade and competition in accordance with the EU legislation. The author has highlighted the conditions and prospects of reforms aimed at the development of market-institutional relations in the society and the European integration within the free trade zone with the EU. The basic stages of the reform of the security sector and food quality, anti-trust legislation, technical regulation system, customs service of Ukraine are investigated and problems of reforming are determined. The results of research indicate the slow but forward movement of reforms, in particular, the positive dynamics of the implementation of the European technical regulations, sanitary and phytosanitary measures in 2011-2015. It is difficult to implement reforms of anti-trust legislation, judicial and executive powers – there are urgent needs for anti-corruption action and decriminalization of the economy, which significantly prevent the establishment of fair and efficient business environment and the European integration.
