Аналіз сфери міжбюджетних відносин в Україні (на прикладі м. Дніпро)

Abstract

UK: У статті проаналізовано сферу міжбюджетних відносин як складову бюджетної системи держави на прикладі м. Дніпро. Актуальність дослідження підтверджується тим, що створення ефективної системи міжбюджетних відносин в Україні є умовою забезпечення не тільки її сталого економічного розвитку, а й економічної, фінансової та політичної безпеки держави. Метою дослідження є аналіз сфери міжбюджетних відносин та розробка рекомендацій щодо перспектив її розвитку на прикладі м. Дніпро. Виявлено, що істотне розширення функцій і завдань місцевого самоврядування за останні роки не призвело до відповідного зростання ресурсного потенціалу територій. У результаті дослідження було встановлено, що найбільший обсяг субвенцій спрямовано на виконання державних програм соціального захисту населення.Подальша реалізація реформи бюджетної системи, спрямованої на децентралізацію та підвищення ефективності міжбюджетних відносин, потребує розширення прав місцевих органів влади та зміцнення їх бюджетної самостійності. Запропоновано рекомендації щодо перспектив розвитку системи міжбюджетних відносин в Україні.

EN: The article analyzes the scope of interbudgetary relations as a part of the state budget system in the case of Dnipro city. The relevance of current paper is that an effective system of interbudgetary relations in Ukraine is a precondition for not only its sustainable economic development but also economic, financial and political security. The article analyses the scope of interbudgetary relations and develops recommendations on the prospects of their development in the case of Dnipro city. There has been revealed that significant expansion of the functions and tasks of local government in recent years had not led to a corresponding increase in resource potential of the areas. The study has found that the majority of subsidies is directed to the implementation of national programmes for the social welfare. Further implementation of the reform of the budget system that is aimed at decentralization and efficiency improvement of interbudgetary relations requires empowering of local authorities and strengthen their fiscal autonomy. The recommendations regarding the development of interbudgetary relations in Ukraine have been proposed.
