Девелоперська діяльність в Україні: очікування зацікавлених сторін з врахуванням впливу змін зовнішнього середовища

Abstract

UK: Стаття присвячена дослідженню очікувань зацікавлених сторін, які залучені до процесу розробки та реалізації девелоперських проєктів (девелоперів, інвесторів, будівельних підприємств, покупців) в сучасних умовах функціонування економіки України з врахуванням змін зовнішнього середовища. Проаналізовано актуальні тенденції останніх років в будівельній галузі та на ринку нерухомості України та встановлено, що умови, в яких функціонують компанії, пов’язані з реалізацією девелоперських проектів, вирізняються суттєвим ступенем невизначеності. Доведено, що при прогнозуванні подальшого розвитку девелоперської діяльності мають враховуватись очікування зацікавлених сторін, адже керуючись ними вони приймають рішення, здатні вплинути на результати девелоперської діяльності. Проаналізовано очікування зацікавлених сторін, що залучаються до девелоперської діяльності. Виявлено, що впродовж першої половини 2023 року намітились тенденції до покращення ситуації в будівництві та на ринку нерухомості. Водночас, зовнішня нестабільність не дає з достатньою достовірністю стверджувати, що ці тенденції є стабільними та довготерміновими.

EN: The article is devoted to researching the expectations of interested parties who are involved in the process of development and implementation of development projects (developers, investors, construction companies, buyers) in the modern conditions of the functioning of the economy of Ukraine, taking into account changes in the external environment. The implementation of development projects is a complex process that, on the one hand, affects the satisfaction of the interests of many interested parties, including development companies, investors, developers and real estate buyers, and on the other hand, depends on the reactions of the specified process participants to the current situation, and their expectations. The actual trends of recent years in the construction industry and the real estate market of Ukraine have been analyzed, and it has been established that the conditions in which companies related to the implementation of development projects operate are characterized by a significant degree of uncertainty. It was established that after the crisis of the beginning of 2022, there was a certain improvement in the situation, which was facilitated by the opening of access to the renewal of the possibility to sell housing by proxy, the simplification of the procedure for the coordination of projects with state bodies, the development and start of work of the affordable subsidized mortgage program, the adoption of a draft law on support for borrowers. Gradually, the work of most of the sales departments of developers, which were closed after the start of the war, resumed, business activity in construction revived, developers began to revise their plans taking into account new realities. However, despite the stabilization of the situation, the results of 2022 were disappointing. It was revealed that during the first half of 2023 there were trends to improve the situation. At the same time, external instability does not allow us to assert with sufficient reliability that these trends are stable and long-term. It has been proven that when forecasting the further development of development activities, the expectations of interested parties should be taken into account, because they are guided by them and make decisions capable of influencing the results of development activities. That's why the expectations of interested parties involved in the development activity were analyzed.
