Модернізація управління зайнятістю молоді через впровадження програмно-цільового методу: від теорії до практики

Abstract

UK: Сучасний розвиток світової економіки обумовлює безперервний динамічний ринок праці, а молодь стикається з рядом викликів при пошуку роботи. У статті проведено дослідження впливу модернізації управління зайнятістю молоді через впровадження програмно-цільового методу. Саме такий метод надає можливість точно визначити цілі та результативність дій, що допомагає ефективно використовувати ресурси для досягнення кращих показників у сфері зайнятості молоді. Наведено не лише теоретичні аспекти програмно-цільового методу, а й визначено доцільність, практичність та ефективність застосування у контексті сучасних умов. Результати такого дослідження можуть стати основою для розробки конкретних заходів та стратегій управління зайнятістю молоді, спрямованих на стимулювання працевлаштування та подальший успішний кар’єрний розвиток молоді

EN: In today’s rapidly evolving labour market, young people face many challenges in securing employment. The issue of modernising youth employment management through the implementation of a programmatic targeting method is becoming increasingly relevant. This methodology allows for the precise identification of targets and actionable indicators, facilitating the efficient allocation of resources to achieve better employment outcomes. Given the high levels of youth unemployment worldwide, including in Ukraine, there is an urgent need to develop strategies aimed at increasing youth employment. This theme provides an opportunity to explore not only the theoretical aspects of the programmatic targeting method, but also its practicality and effectiveness in contemporary contexts. The results of such research can serve as a basis for the development of specific policies and initiatives aimed at stimulating youth employment and promoting successful career development. It is evident that any political, technological, social or economic objectives cannot be achieved in the long term without the involvement of the younger generation. The generation that has consistently demonstrated the greatest capacity for innovation and progress is that which has been shaped by the most advanced forms of human capital, which have been formed in the context of educational systems, family upbringing and social interaction. It is important to recognise that ineffective youth employment management over an extended period may result in a general social and economic crisis, as well as a political and social upheaval. In the near future, the fate of this cohort of working-age individuals will determine the future of vocational training and the economic security of future generations. It will also determine the ability of the unemployed to maintain their livelihoods. The fact that this group was previously unemployable has resulted in their marginalisation. It is unlikely that they will be able to cope with the challenges that they are currently facing. Consequently, the efficacy of the resolution of the youth employment issue will determine the future of Ukraine as a whole.
