Організаційно-економічний механізм інвестицій у формування та розвиток людського капіталу

Abstract

UK: Стаття присвячена обґрунтуванню складу та взаємозв’язку інструментів організаційно-економічного механізму інвестицій у формування та розвиток людського капіталу. Інвестиції у людський капітал є ключовими для сталого соціально-економічного розвитку суспільства. Вони підвищують продуктивність праці через освіту та кваліфікацію працівників, стимулюють інновації та технологічний прогрес, забезпечуючи конкурентоспроможність економіки. Також такі інвестиції у людський капітал зменшують соціальні нерівності та покращують якість життя, надаючи доступ до освіти, охорони здоров'я та інших важливих ресурсів, необхідних для розвитку кожної людини. Це сприяє загальному добробуту і стабільності в суспільстві. Доведено, що науково-технічний прогрес і гуманізація суспільних відносин є ключовими чинниками перетворення фактору виробництва «робоча сила» у фактор «людський капітал». Дані процеси виступають як каталізатори, які стимулюють інвестиції в людину, що формують запас здоров’я, знань, умінь, навичок, здібностей та мотивацій. Це забезпечує отримання доходу їх носію, підвищує продуктивність праці та сприяє зростанню добробуту суспільства. Науково-технічний прогрес і гуманізація спричиняють позитивні зміни через організаційно-економічний механізм інвестицій, заснований на соціальному партнерстві між приватним сектором і державою для забезпечення фінансування людського капіталу. Визначено, що організаційно-економічний механізм формування та розвитку людського капіталу сільських територій України передбачає поєднання науково-технічного прогресу і гуманізації суспільних відносин на основі соціального партнерства, а саме поєднання інвестиційних зусиль приватного сектору і держави, спрямованих на забезпечення повноцінного фінансування складових, що формують людський капітал.

EN: The article is devoted to substantiating the composition and interrelationship of the tools of the organizational and economic mechanism of investment in the formation and development of human capital. Investments in human capital are critical to the sustainable socio-economic development of society. They increase labor productivity through the education and qualification of workers, stimulate innovation and technological progress, ensuring the competitiveness of the economy. Also, such investments in human capital reduce social inequalities and improve the quality of life by providing access to education, health care, and other vital resources necessary for the development of each person. This contributes to the general well-being and stability of society. It is proven that scientific and technical progress and humanization of social relations are critical factors in the transfor-mation of the factor of production "labor force" into the factor "human capital." These processes act as catalysts that stimulate investment in a person, forming a stock of health, knowledge, abilities, skills, abilities, and motivations. This ensures the income of their bearer, increases labor productivity and contributes to the growth of society's welfare. Scientific and technological progress and humanization cause positive changes through an organizational and economic investment mechanism based on a social partnership between the private sector and the state to ensure human capital financing. It was determined that the orga-nizational and economic mechanism for the formation and development of human capital in rural areas of Ukraine involves a combination of scientific and technical progress and the humanization of social relations based on social partnership, namely a combination of investment efforts of the private sector and the state, aimed at ensuring total financing of the components that form human capital.
