Рееміграція вітчизняного капіталу як складова післявоєнної відбудови сфери будівництва

Abstract

UK: Стаття присвячена актуальним питанням міграції вітчизняного капіталу. Удосконалено поняття рееміграції, з урахуванням сучасних реалій, задля прогнозування міграційної політики, як ефективного елементу прийняття ефективних управлінських рішень. Рееміграція капіталу може носити різний характер, виходячи з якого, нами наведені функції та їх характеристика, а також класифікація. Зроблено оцінку будівельної галузі в умовах війни та визначено роль рееміграції в процесі майбутньої відбудови сфери. Виділені пріоритетні цілі й завдання державної міграційної політики України, як один із шляхів примноження людського потенціалу. Відображений вплив інтернет технологій, цифровізації економіки на формування нової конкурентоспроможної інноваційної економіки, роботизації, застосування штучного інтелекту задля можливості заміщення кваліфікованих працівників на будівельному майданчику. Розкрита роль Міністерства національної єдності у посиленні національних інтересів України на міжнародній арені.

EN: The article is devoted to the current issues of migration of domestic capital, in particular the problem of re-emigration as a component of the post-war reconstruction of the construction sector. In carrying out the work, the method of analysis and synthesis was used to improve the concept of re-emigration, taking into account modern realities, in order to forecast migration policy as an effective element of making effective management decisions. Re-emigration of capital can be of different nature, based on which we have given the functions and their characteristics, as well as classification. The method of economic analysis made it possible to obtain a comprehensive assessment of the construction industry according to various sources of information in war conditions and determined the role of re-emigration in the process of future reconstruction of the sector. The role of remittances from migrant workers at this stage was determined as an important source of foreign exchange earnings for Ukraine and the need for targeted and balanced state actions at the national and regional levels for the positive use of the population's potential was outlined, including: small business support programs, social protection, investment and demographic policies. The priority goals and objectives of the state migration policy of Ukraine are identified using the method of expert assessments, with a detailed discussion of the process of capital reemigration as one of the ways to preserve and increase human potential. The impact of Internet technologies, digitalization of the economy, and the global world on the formation of a new competitive innovative economy, robotization, and the use of artificial intelligence to replace qualified workers on the construction site and the domestic labor market is reflected. The creation of the Ministry of National Unity, or the Ministry of Return of Ukrainians, will hopefully fulfill its tasks and protect the interests of Ukrainians as a nation and maintain contact with those abroad. In the future, this will give impetus to the development of a new strategy of cooperation with the Ukrainian global community to strengthen Ukraine's national interests in the international arena, ensure the rights and freedoms of Ukrainians abroad, and promote Ukraine's image in the world.
