Розвиток потенціалу інвестиційного відновлення України

Abstract

UK: У статті розглянуто ключові аспекти розвитку потенціалу інвестиційного відновлення України в умовах масштабних руйнувань, спричинених війною. Проаналізовано стан інфраструктурних втрат, серед яких виділено знищення житлового фонду, транспортних і енергетичних об'єктів. Акцент зроблено на ролі міжнародної фінансової підтримки, зокрема, з боку Світового банку та ЄБРР, у процесі відновлення. Виділено основні виклики, такі як нестабільність законодавчого поля, недостатня прозорість тендерних процедур і високий рівень ризиків для інвесторів. У статті представлено аналіз ефективності внутрішніх та нових зовнішніх інструментів стимулювання інвестицій, зокрема, індустріальних парків та Цільового фонду допомоги, відновлення, реконструкції та реформування України. Наведено порівняння з успішними кейсами інших країн, які переживали подібні кризи, таких як Хорватія. Окреслено перспективи впровадження інноваційних механізмів, зокрема цифрових платформ закупівель, для забезпечення прозорості й ефективності. Запропоновано практичні рекомендації для підвищення інвестиційного потенціалу України в умовах постконфліктного відновлення.

EN: The article examines the key aspects of developing Ukraine's investment recovery potential in the context of the significant destruction caused by the war. It analyses the state of infrastructure losses, including the devastation of residential areas, transport networks, and energy facilities. Special attention is given to the role of international financial assisstance, in particular from the World Bank and the European Bank for Reconstruction and Development (EBRD), in the recovery process. The main challenges, such as legislative instability, lack of transparency in procurement processes, and high risks for investors, are highlighted. The article evaluates the effectiveness of domestic and new external investment stimulation tools, including Industrial Parks (IPs) and the Ukraine Relief, Recovery, Reconstruction, and Reform Trust Fund. A comparative analysis is provided with successful case studies from other countries that have experienced similar crises, such as Croatia, where 75% of transport infrastructure was restored within five years through international cooperation. The article also highlights the potential of innovative mechanisms, such as digital procurement platforms, to increase transparency and efficiency. The introduction of the Prozorro platform in Ukraine is highlighted as a successful example, which will save over $1.2 billion in 2023 alone. The discussion outlines the importance of maintaining a balance between international assistance and the development of local capabilities. Practical recommendations are offered to improve Ukraine's investment potential, focusing on creating a stable regulatory framework, developing insurance mechanisms for war risks, and encouraging innovation in reconstruction projects. The proposed recommendations for integrating internal and external financing sources are aimed at enhancing Ukraine's investment potential in the context of post-war recovery.The research suggests that Ukraine's successful recovery will depend on the effective integration of international and domestic financial resources and emphasises the need for sustainable policies to attract long-term investment.
