Підвищення сталої конкурентоспроможності ЄС на засадах європейського зеленого переходу

Abstract

UK: Забезпечення сталої конкурентоспроможності включено до стратегічних пріоритетів Європейського Союзу на 2025-2029 роки. Проаналізовано прогрес у виконанні цілей і завдань, поставлених в Стратегічному плані розвитку ЄС на 2019-2024 роки за пріоритетним напрямком Green Deal. Виявлено досягнення цілей і відставання від цільових значень за конкретними індикаторами. Із 17 проаналізованих показників 12 продемонстрували відповідність поставленим цільовим значенням, що свідчить про ефективність політики ЄС у даному напрямку, позитивний вплив зеленого переходу на рівень сталої конкурентоспроможності Європейського Союзу та доцільність дотримання наявної динаміки при виконанні цілей і завдань Стратегічного плану розвитку ЄС на 20242029 роки. Вивчення досвіду реалізації політики зеленого переходу ЄС на шляху до сталої конкурентоспроможності дозволить імплементувати отримані результати при перегляді і оновленні Національної економічної стратегії України до 2030 року.

EN: The purpose of the study is to determine the impact of the green transition policy on the sustainable competitiveness of the EU by assessing the progress in meeting the goals and objectives set in the EU Strategic Agenda 2019-2024 in the priority of the Green Deal. The problem of sustainable competitiveness has become especially relevant, in the context of achieve the Sustainable Development Goals by 2030, and also, due to the fact that ensuring sustainable competitiveness is one of the European Union strategic priorities for 2025-2029. The article analyzes the progress in the implementation of the goals and objectives set in the EU Strategic Agenda 2019-2024 in the priority of the Green Deal. The achievement of goals and lagging behind the target values for specific indicators is revealed. Out of 17 analyzed indicators, 12 demonstrated compliance with the set targets, which indicates the effectiveness of EU policy in this direction, the positive impact of the green transition on the level of sustainable competitiveness of the European Union and the expediency of observing the existing dynamics in achieving the goals and objectives of the EU Strategic Agenda 2024-2029. At the same time, one indicator remained unchanged, and four indicators showed a lag behind the target values, which requires increased attention. It is shown that the impact of the Green Deal indicators analyzed above on sustainable competitiveness is carried out through its environmental component. Therefore, the revealed achievement of target or intermediate values for most indicators demonstrates positive dynamics. Considering the previously proven functional dependence between the result of the functioning of the economic system as a key part of competitiveness and the economic, social and environmental components of sustainable development it can be argued that there is a positive impact of the Green Deal indicators and the green transition as a whole on the sustainable competitiveness of the European Union. Identifying the measure of achievement the goals and lagging behind the planned indicators will improve the process of green transition to sustainable competitiveness, considering the results obtained when setting goals for the next years. Studying the experience of implementing the EU green transition policy for improve sustainable competitiveness will make possible to implement the results obtained when revising and updating the National Economic Strategy of Ukraine until 2030.
