Аналіз міграційних процесів та міграційної політики у країнах Східної Європи

Abstract

UK: Міграційні процеси до країн Східної Європи є складним та багатогранним процесом, що формується під впливом економічних, соціальних, демографічних і політичних чинників. За таких умов важливим стає управління імміграційними потоками. Дана стаття аналізує основні підходи міграційної політики, звертаючи увагу на цілі та інструменти державного регулювання, що мають забезпечити ефективну інтеграцію мігрантів та підтримку економічної стабільності. Розглядаються питання класифікації міграційної політики з точки зору різних підходів. Особливу увагу приділено імміграційним потокам до країн Східної Європи (Естонії, Латвії, Литви, Польщі, Угорщини, Чеської Республіки та Словацької Республіки) у контексті аналізу чинників на ринку праці, що формують привабливість країн регіону для іноземної робочої сили.

EN: The migration policy of Eastern European countries is a complex and multifaceted system, deeply influenced by a range of economic, social, and political factors. This article explores the primary approaches these nations employ in managing immigration flows, examining the objectives, tools, and regulatory frameworks designed to ensure that the influx of migrants contributes positively to economic stability and social cohesion. Through analyzing the classification of migration policies, the study delves into how they impact employment rates, levels of unemployment, minimum wage standards, and the attraction of foreign direct investment. Economic indicators such as GDP per capita, FDI, employment, unemployment rate, minimum wage dynamics in Eastern European countries from 2001 to 2022 reflect economic growth and improvement in living standards, which affect migration processes. Therefore, special attention is given to the dynamics of these indicators and their influence on migration inflows to the Eastern Europe countries (such as Estonia, Latvia, Lithuania, Czech Republic, Hungary, Poland, and Slovak Republic). Based on econometric modeling, we focused our attention on the impact of total level of employment, unemployment rate, minimum wage per month, GDP per capita, and FDI on the quantity of migration inflows. According to the simulation results, there’s a direct impact of the indicators of the level of employment, unemployment rate, minimum wages on immigration flows. It is explained by the current situation and economic growth of these group of countries and, as a consequence, the need for labor, especially in areas with a shortage of personnel. Additionally, the article considers the influence of external factors on migration policies and processes, including economic development and the geopolitical context, where regional conflicts often lead to increased migration flows. By examining these influences, the study highlights the increasing importance of adaptive and flexible migration policies in addressing both immediate labor shortages and long-term demographic challenges.
