Морегосподарська діяльність України в умовах економічної кризи

Abstract

UK: У статті проаналізовано економічну ситуацію по відношенню до розвитку морегосподарського комплексу в мовах турбулентної економіки. Визначено напрями та шляхи подолання кризових явищ, спричинених в тому числі воєнним конфліктом на території України для підприємств морегосподарювання. Обґрунтована необхідність та перспективи впровадження в морегосподарський комплекс України нових технологій та інноваційних рішень. Досліджено можливості структурно-інституційних зрушень у системі регулюванні морської діяльності України. В дослідженні обґрунтовано важливість формування системи морегосподарювання на макро- і мезорівнях. Проведено аналітичну оцінку перспектив імплементації в «блакитну економіку» України сучасних технологій та цифрових рішень. Окреслено перелік дієвих засобів щодо розвитку вітчизняного морегосподарювання. Підкреслено важливість прийняття невідкладних рішень щодо розбудови «блакитної економіки».

EN: The article analyzes the economic situation concerning the development of the maritime economic complex in conditions of economic turbulence. The directions and ways to overcome crisis phenomena, including those caused by the military conflict on the territory of Ukraine, for maritime enterprises are identified. The study reveals that the economic crisis, initially driven by global trends and subsequently exacerbated by the ongoing military conflict in Ukraine, has exposed the inherent weaknesses of modern maritime economic activities. This crisis, along with its broader international context, necessitates the mobilization of all available resources—primarily intellectual—not only to identify effective measures for its resolution but also to formulate a new anti-crisis paradigm. This paradigm should serve as the foundation for a long-term strategy aimed at ensuring the sustainable development of Ukraine’s maritime economy. The necessity and prospects of introducing new technologies and innovative solutions into Ukraine's maritime economic complex are substantiated. The possibilities of structural and institutional shifts in the regulation system of Ukraine's maritime activities are explored. It has been established that the exceptionally rapid pace of negative changes in Ukraine’s blue economy is largely driven by its low level of diversification and competitiveness, which has now become virtually the sole prerequisite for market presence. Even before the full-scale invasion of Ukraine, it was evident that the key drivers of competitiveness lay within innovation and technology clusters. These clusters represent cross-cutting technologies that, due to their versatility and multiplier effect, influence the entire production process. The study justifies the importance of forming a maritime economic system at the macro and meso levels. An analytical assessment of the prospects for implementing modern technologies and digital solutions into Ukraine’s "blue economy" is conducted. A list of effective measures for the development of the domestic maritime economy is outlined. The urgency of making immediate decisions regarding the development of the "blue economy" is emphasized.
