Ієрархічний аналіз ризиків і загроз економічній безпеці України в умовах воєнного стану

Abstract

UK: У статті проведено комплексний аналіз найбільш небезпечних ризиків і загроз економічній безпеці держави. Систематизовано передумови розвитку воєнної економіки, здійснено оцінювання та прогнозування рівня економічної безпеки України. Виявлено близький до критичного рівень економічної безпеки держави, який сформувався внаслідок довготривалого деструктивного впливу зовнішніх і внутрішніх реальних загроз. Ідентифіковано основні глобальні ризики, що мають максимальний рівень впливу на національну економічну систему України в умовах війни. За допомогою методів аналітичної ієрархії (AHP) та експертного оцінювання проведено ранжування ризиків та загроз економічній безпеці держави за рівнем їх деструктивного впливу. Запропоновано алгоритм моделювання управлінських рішень у сфері економічної безпекології з використанням методу аналітичної ієрархії.

EN: This research presents a systematic investigation into the critical risks and threats affecting Ukraine's national economic security under martial law conditions. The research aims to evaluate the trajectory of economic security indicators before Russia's full-scale invasion and forecast their development considering the adverse dynamics of key macroeconomic parameters during wartime. The methodology employs a dual approach combining the Analytic Hierarchy Process (AHP) with expert evaluation techniques. This framework enables both quantitative assessment and qualitative analysis of security threats, facilitating their hierarchical ranking based on destructive impact levels. The study systematically examines the prerequisites for wartime economic development, incorporating comprehensive analyses of external and internal threat vectors. Key findings reveal that Ukraine's economic security has approached critical thresholds, primarily resulting from the cumulative effect of prolonged exposure to multiple destructive factors. The research identifies and categorizes principal global risks exerting maximum influence on Ukraine's national economic system during wartime. Through rigorous application of AHP methodology, the study establishes a hierarchical structure of threats, prioritizing them according to their severity and potential impact. A significant contribution of this research is the development of an algorithmic model for strategic decision-making in economic security management. This model integrates AHP principles with security management frameworks, providing a structured approach for policy formulation under martial law conditions. The proposed algorithm enables systematic evaluation of alternative management strategies, facilitating evidence-based decision-making in critical situations. The practical implications extend to policy formulation and strategic planning in economic security management during wartime. The developed methodological framework offers decision-makers a robust tool for threat assessment and response prioritization, particularly valuable in the context of ongoing military conflict and economic disruption.
