Процесно-орієнтоване управління трансформацією підприємств в умовах розвитку циркулярної економіки

Abstract

UK: У статті досліджено теоретичні та практичні аспекти імплементації процесного управління до управління змінами на підприємствах в умовах переходу до циркулярної економіки. Здійснено комплексний аналіз сучасного стану впровадження процесного управління на підприємствах України та визначено ключові проблеми його реалізації, серед яких: недостатня теоретико-методологічна база, відсутність практичного досвіду впровадження циркулярних бізнес-моделей, обмеженість ресурсів для системних трансформацій та низький рівень готовності персоналу до змін. Розроблено методику оцінки ефективності процесних змін, яка базується на багаторівневій системі ключових показників ефективності (KPI) та враховує економічні (операційні витрати, ресурсозбереження, рентабельність), екологічні (відходи, викиди, енергоефективність) та операційні (тривалість циклу, продуктивність, якість) аспекти діяльності підприємства. Запропоновано механізм інтеграції принципів циркулярності в бізнес-процеси підприємств, який включає взаємопов'язані компоненти: організаційне, технологічне та інфраструктурне забезпечення, що створює основу для ефективної трансформації лінійної моделі виробництва у циркулярну. Сформовано комплекс практичних рекомендацій щодо імплементації процесного підходу до управління змінами, який охоплює дев'ять ключових напрямів: стратегічний рівень, організаційне забезпечення, технологічні аспекти, процесні зміни, інфраструктурне забезпечення, взаємодію зі стейкхолдерами, моніторинг та контроль, управління ризиками та розвиток корпоративної культури. Визначено ключові фактори успіху впровадження процесноорієнтованого управління в умовах переходу до циркулярної економіки, серед яких: чітке стратегічне бачення, ефективна система управління змінами, залучення персоналу, розвиток необхідних компетенцій та формування відповідної корпоративної культури.

EN: The article explores the theoretical and practical aspects of implementing process management for change management at enterprises in the context of the transition to a circular economy. A comprehensive analysis of the current state of implementation of the process approach at industrial enterprises of Ukraine was carried out and the key problems of its implementation were identified, including: insufficient theoretical and methodological base, lack of practical experience in implementing circular business models, limited resources for system transformations and a low level of staff readiness for changes. A methodology for evaluating the effectiveness of process changes has been developed, which is based on a multi-level system of key performance indicators (KPI) and takes into account economic (operating costs, resource saving, profitability), environmental (waste, emissions, energy efficiency) and operational (cycle duration, productivity, quality) aspects of activity enterprises. A mechanism for integrating the principles of circularity into the business processes of industrial enterprises is proposed, which includes interrelated components: organizational, technological and infrastructural support, which creates the basis for the effective transformation of a linear model of production into a circular one. A set of practical recommendations for the implementation of a process approach to change management has been formed, which covers nine key areas: strategic level, organizational support, technological aspects, process changes, infrastructural support, interaction with stakeholders, monitoring and control, risk management and development of corporate culture. The key factors for the success of the implementation of process changes in the conditions of the transition to a circular economy have been determined, including: a clear strategic vision, an effective change management system, the involvement of personnel, the development of the necessary competencies and the formation of an appropriate corporate culture.
