Дослідження реалізації публічної політики управління соціальними конфліктами в Україні

Abstract

UK: Стаття присвячена дослідженню впливу цифрових технологій на процеси управління соціальними конфліктами в Україні. У роботі детально розглянуто роль таких технологій, як великі дані, Інтернет речей та хмарні обчислення в управлінні соціальними процесами, а також їх вплив на стабільність і єдність суспільства, особливо в умовах війни та трансформацій економіки. Зосереджено увагу на важливості гнучких механізмів публічної політики, які повинні враховувати постійні зміни в соціальних відносинах та забезпечувати своєчасне реагування на потенційні загрози. Одним із важливих аспектів є роль органів місцевого самоврядування, які мають значну свободу для впровадження інноваційних програм на місцевому рівні та забезпечення інтеграції різних соціальних груп у процес вирішення конфліктів. У статті також підкреслено необхідність створення нових цифрових платформ для діалогу між громадянами та органами влади, що дозволить знижувати соціальну напругу та попереджати ескалацію конфліктів. У статті обґрунтовано важливість поєднання традиційних методів управління соціальними конфліктами з новітніми цифровими технологіями, що відкривають нові можливості для аналізу, прогнозування та ефективного вирішення соціальних суперечок в умовах сучасної України. Результати цього дослідження можуть бути корисними для розробників політики, органів влади та практиків у сфері управління соціальними процесами.

EN: The article is dedicated to researching the impact of digital technologies on social conflict management processes in Ukraine. In the context of war and economic transformations, the role of technologies such as big data, the Internet of Things, artificial intelligence, and cloud computing in managing social processes becomes increasingly significant. These technologies enable real-time data analysis, modeling of conflict development scenarios, and prompt decision-making, thereby enhancing the stability and unity of society. The study emphasizes the necessity of a flexible and adaptive public policy that can swiftly respond to dynamic changes in social relations, mitigate risks, and ensure societal resilience to external and internal challenges. A key aspect of the research is the role of local self-government bodies, which possess autonomy in developing and implementing innovative digital tools for conflict resolution. Their ability to integrate technological solutions at the community level facilitates greater social cohesion and inclusivity. Special attention is paid to the creation and development of digital platforms for communication between citizens, local authorities, and state institutions. Such platforms provide opportunities for transparent governance, participatory decision-making, and early identification of social tensions, ultimately helping to prevent conflicts from escalating. Additionally, the article substantiates the importance of combining traditional mechanisms of conflict management with modern digital solutions. The integration of AI-based predictive analytics, automated monitoring systems, and blockchain technologies for secure data storage can significantly improve the effectiveness of social dispute resolution processes. The study’s findings highlight that digital transformation in conflict management not only contributes to maintaining social stability but also fosters trust between the government and the public. The research results may be of interest to policymakers, government agencies, researchers, and practitioners in the field of public administration and social process management, providing valuable insights into leveraging digital tools for conflict prevention and resolution in Ukraine.
