Цифрові технології у стратегічному плануванні регіонального розвитку

Abstract

UK: У статті досліджено використання цифрових технологій у стратегічному плануванні регіонального розвитку. Проаналізовано сучасні підходи до цифрової трансформації управління територіями, розглянуто ключові технології, такі як великі дані (Big Data), штучний інтелект (AI), геоінформаційні системи (GIS), хмарні обчислення та цифрові платформи. Визначено основні проблеми впровадження цифрових рішень у регіональному управлінні в Україні, зокрема недостатню цифрову інфраструктуру, низький рівень цифрової грамотності управлінців та фрагментарність нормативно-правового забезпечення. Здійснено аналіз міжнародного досвіду цифрового стратегічного планування у розвинених країнах світу, а також окреслено можливості його адаптації до українських реалій. Запропоновано напрями вдосконалення використання цифрових технологій у регіональному розвитку, що включають створення інтегрованих цифрових платформ, застосування штучного інтелекту для прогнозування соціально-економічних тенденцій, підвищення цифрової компетентності державних службовців та удосконалення законодавчого регулювання. Результати дослідження можуть бути використані органами державного управління, місцевими органами влади та іншими зацікавленими сторонами для розробки ефективних стратегій регіонального розвитку в умовах цифрової трансформації.

EN: This article presents an in-depth study of the application of digital technologies in the strategic planning of regional development, with a focus on the Ukrainian context. As global digital transformation accelerates, regional development increasingly relies on data-driven decision-making and modern technological tools. The paper examines current trends in the digitalization of regional governance and evaluates the role of key technologies such as Big Data, Artificial Intelligence (AI), Geographic Information Systems (GIS), cloud computing, and digital platforms. The research identifies core challenges impeding the integration of digital tools in Ukraine’s regional management system, including insufficient infrastructure, low digital literacy among public servants, a lack of integrated platforms for data coordination, and gaps in regulatory frameworks. Through the analysis of international best practices from the EU, USA, and Asia, the study highlights effective models of smart regional governance and outlines ways these approaches can be adapted to Ukrainian conditions. Special attention is given to the role of integrated digital ecosystems in improving the efficiency and transparency of decision-making processes. The article explores how predictive analytics, AI-driven scenario modeling, and interactive digital platforms can support the sustainable development of regions, enhance public engagement, and optimize the allocation of public resources. The research findings are relevant for policymakers, local government authorities, researchers, and civic stakeholders. They provide strategic recommendations for strengthening digital governance capacities at the regional level, such as increasing public officials’ digital competence, establishing unified digital platforms, and reforming legislation related to data governance and cybersecurity. Overall, the article contributes to the growing body of literature on digital transformation in public administration by offering a framework for the modernization of regional strategic planning in line with global digital trends and national development priorities.
