Економічна складова оборонної стратегії Франції на 2024–2030 роки

Abstract

UK: У статті проаналізовано Закон Французької Республіки про військову програму на 2024 – 2030 роки, що ідентифікує оборонну стратегію Франції як країни-члена Європейського союзу та є елементом загальноєвропейської стратегії оборони в найближчі роки. Проведений аналіз дозволив виявити пріоритетні напрями розвитку оборонного сектору досліджуваної країни (засоби та заходи виявлення військових загроз; військове забезпечення; інновації та технологічні програми оборони; адаптація війська до новітніх умов ведення війн тощо) та розміри видатків на них, залежно від етапів військової програми та сфер її реалізації. Встановлено причини інтенсифікації фінансування оборонного сектору Франції, а також джерела походження такого фінансування. В статті встановлено, що Франція, застосовуючи дану військову програму, здійснила частковий перехід до військової економіки, при цьому на законодавчому рівні дотримано баланс для мирної економіки.

EN: The hybrid nature of modern wars and the development of military technologies provokes the need to master new areas necessary for conflict prevention and management, reformatting the army, searching for new, more progressive types of weapons, etc. Russia's invasion of Ukraine has caused strategic shifts in the defense sectors of many countries, which, accordingly, led to the diversification and development of the economic component of the countries' defense strategy. The French defense industry occupies a leading position in the world, and as a country with a nuclear arsenal, it has one of the largest defense budgets among EU countries (after Germany). The article analyzes the Law of the France on the Military Program for 2024-2030, which identifies the defense strategy of France as a member state of the European Union and is an element of the pan-European defense strategy in the coming years. The adoption by France of a course in accordance with the military program in 2024 led to an increase in the country's budget expenditures for the needs of the army (defense complex). It is these events that determined the scientific interest of our study, which will allow us to establish the mechanism and sources of financing for the development of progressive defense measures of this country, which, in turn, will contribute to the adoption of positive experience by Ukraine. The analysis made it possible to identify priority areas of development of the defense sector of the studied country (means and measures for detecting military threats; military support; innovations and technological defense programs; adaptation of the army to the latest conditions of warfare, etc.) and the amount of expenditure on them, depending on the stages of the military program and the areas of its implementation. The reasons for the intensification of financing of the defense sector of France, as well as the sources of origin of such financing, are established. The article establishes that France, applying this military program, has made a partial transition to a military economy, while maintaining a balance for a peaceful economy at the legislative level.
