Управлінські стратегії розвитку високотехнологічного партнерства України та ЄС у контексті цифрової трансформації та післявоєнного відновлення

Abstract

UK: У статті проведено всебічний аналіз управлінських стратегій розвитку високотехнологічного партнерства між Україною та Європейським Союзом, враховуючи умови цифрової трансформації, глобальні економічні виклики та особливості післявоєнного відновлення. Актуальність теми обумовлена потребою у формуванні нової моделі інноваційного зростання, яка базується на поглибленій міжнародній співпраці, інтеграції в європейський інноваційний простір та впровадженні сучасних управлінських підходів до трансферу технологій і модернізації економіки. Досліджено, що стратегічне партнерство з ЄС у високотехнологічному секторі може стати ключовим чинником економічної стійкості України та важливою складовою цифрової реконструкції. У процесі дослідження використано системний підхід, структурно-функціональний аналіз, елементи сценарного планування та логічного узагальнення. Виявлено, що основними бар’єрами розвитку інноваційного партнерства залишаються інституційна фрагментарність та низька синхронізація нормативно-правових актів, що відповідають європейським стандартам, недостатнє фінансування наукових досліджень та низька інноваційна активність у бізнес-середовищі. У результаті дослідження були запропоновані стратегічні управлінські рішення, які включають створення національного координаційного органу для міжнародної інноваційної співпраці, розвиток цифрових інноваційних хабів, гармонізацію стандартів і процедур сертифікації, а також активне залучення української наукової діаспори до спільних європейських проєктів. Практична цінність статті полягає у формуванні комплексу прикладних рекомендацій, які можуть бути використані для трансформації інноваційної політики України та реалізації її стратегічного курсу на інтеграцію в європейський науково-технологічний простір.

EN: The article presents an in-depth exploration of the strategic and managerial dimensions of developing high-tech partnerships between Ukraine and the European Union in the context of digital transformation, global economic instability, and post-war reconstruction. The study underscores the urgency of adopting a forward-looking model of innovation-driven growth, which emphasizes international collaboration, alignment with European technological standards, and modernization through advanced technology transfer mechanisms. It is argued that Ukraine’s strategic partnership with the EU in the high-technology sector is not only essential for enhancing economic competitiveness but also represents a critical component of long-term resilience, particularly in rebuilding national innovation capacity and integrating into the European Research Area. The research methodology incorporates a systemic approach, structural-functional analysis, logical generalization, and scenario-based forecasting to assess both the internal and external challenges facing Ukraine's innovation ecosystem. It identifies multiple barriers to effective cooperation, including fragmented institutional coordination, inconsistencies between national legislation and EU regulatory standards, inadequate investment in research and development, and limited private-sector involvement in innovation activities. The article also provides a set of evidence-based managerial solutions aimed at overcoming these obstacles. These include the establishment of a national coordination center for international technology partnerships, the development of regional innovation hubs and digital platforms, the harmonization of certification processes with EU frameworks, and the facilitation of joint R&D projects with European partners. Special attention is given to the role of the Ukrainian scientific and technological diaspora, which is considered a vital resource for promoting cross-border collaboration and knowledge transfer. Overall, the practical implications of the study lie in its potential to inform policymaking and shape a strategic vision for Ukraine’s integration into the European innovation landscape. By implementing the recommended measures, Ukraine can enhance its institutional readiness, attract international funding, and accelerate its transition toward a knowledgebased economy.
