Регулювання ЗЕД в сучасних концепціях міжнародної торгівлі в умовах цифрового державного управління

Abstract

UK: У статті досліджено важливість питання належної організації зовнішньоекономічної діяльності, що сприятиме ефективній організації міжнародної торгівлі. Тема є актуальною, оскільки зовнішньоекономічна діяльність є ключовим механізмом інтеграції національної економіки у світову торговельну систему, де цифровізація змінює підходи до міжнародних економічних операцій. Процеси цифровізації трансформують міжнародну торгівлю, тому визначено тенденцію основних змін, які необхідно враховувати для розробки державних стратегій зовнішньоекономічної діяльності. Виокремлено основні проблеми, що перешкоджають розвитку зовнішньоекономічної діяльності. Виділено етапи регулювання електронної комерції та платформ в Україні. Формування яких розвивалося майже відповідно до світових етапів, але не як стратегічного розробника, а як наслідувача.

EN: The article considers the importance of the issue of proper organization of foreign economic activity, which will contribute to the effective organization of international trade. The topic is relevant because foreign economic activity is a key mechanism for integrating the national economy into the world trade system, where digitalization changes approaches to international economic transactions. The research methodology used includes an analysis of theoretical foundations and comparative studies of international experience in managing foreign economic activity in the context of digitalization. In the context of digital transformation, one of the important practical and scientific tasks of the study is the adaptation of foreign economic activity to new technological realities. It was determined that public administration and management of foreign economic activity should be set an important strategic task: to develop effective directions for the development of foreign trade, taking into account new trends in the development of the world economy. Digitalization processes transform international trade, therefore, the trend of major changes that must be taken into account for the development of state strategies for foreign economic activity was determined. And as a result, changes in the management of international trade as a result of the introduction of digitalization will lead to the strengthening of their leading position by leading countries and the strengthening of the globalization process. The main problems that hinder the development of foreign economic activity are identified. The stages of regulation of e-commerce and platforms in Ukraine are highlighted. The formation of which developed almost in accordance with global stages, but not as a strategic developer, but as an imitator. Important trends in the field of digital trade between the world's leading economies are identified on the basis of the formation of coordinated approaches to its regulation and development. Based on the analysis, it can be argued that international trade is a factor of sustainable development.
