Експортна державна політика України в умовах глобальної конкуренції

Abstract

UK: У статті досліджено сутність та трансформаційні засади експортної державної політики України в умовах глобальної конкуренції. Визначено, що сучасна експортна політика функціонує як багаторівневий механізм інтеграції національної економіки у світову систему, що поєднує нормативно-правові, інституційні та фінансово-економічні інструменти. Обґрунтовано ключові напрями підтримки експорту – фінансові, інституційні, цифрові та інноваційні. Проведено порівняльний аналіз із країнами Центрально-Східної Європи, який засвідчив сировинну орієнтованість українського експорту та відставання у технологічній модернізації. Водночас виокремлено перспективні напрями зростання – «зелена» енергетика, військово-промисловий комплекс, ІТаутсорсинг, агропереробка. Підкреслено вплив війни на експорт та доведено необхідність диверсифікації ринків, розвитку нових логістичних маршрутів і впровадження ESG-орієнтованої політики.

UК: The article examines the essence and transformational foundations of Ukraine’s export state policy under conditions of global competition. It is determined that modern export policy functions as a multilevel mechanism of integrating the national economy into the global system, combining regulatory, institutional, and financial-economic instruments. It is substantiated that its effectiveness is conditioned by the state’s ability to balance strategic macroeconomic development priorities with business needs and the challenges of a dynamic global market. Particular attention is given to the analysis of the international context: trade digitalization, the strengthening of protectionist barriers, the growing role of Asian economies, the «green transition» in the EU, and the impact of geopolitical instability, which define both opportunities and risks for Ukrainian exports. The article substantiates the key directions of state support for exports: financial mechanisms (lending, insurance, the export credit agency), institutional instruments (economic diplomacy, trade missions, clusters), digital solutions (integration into international e-commerce systems, electronic platforms), and the innovation-technological dimension (development of IT, startups, high-tech exports). A comparative analysis of Ukraine and Central and Eastern European countries demonstrates the raw-material orientation of Ukrainian exports and lagging behind in technological modernization. At the same time, promising growth sectors are identified – green energy, the military-industrial complex, IT outsourcing, and agro-processing. It is emphasized that the war in Ukraine has created complex challenges for exports: logistical constraints, the loss of traditional markets (Russia, Belarus), and the necessity to reorient towards the EU, Asia, Africa, and Latin America. It is proven that strategic adaptation is possible through market diversification, production modernization, the development of alternative logistics routes, and integration into global value chains. The article formulates recommendations on ESG-oriented export policy, the intensification of digital transformation, the creation of logistically independent corridors, and the strengthening of Ukraine’s position in the global economy.
