Управління розвитком інфраструктури в територіальних громадах України

Abstract

UK: У статті досліджено теоретичні засади та практичні механізми управління розвитком інфраструктури в територіальних громадах України. Визначено роль інфраструктурного потенціалу як ключового чинника соціа-льно-економічного зростання та конкурентоспроможності громад. Розкрито вплив децентралізаційних проце-сів і післявоєнних викликів на трансформацію моделей управління. Обґрунтовано необхідність застосування стратегічного, партнерського й інноваційного підходів у формуванні місцевої інфраструктурної політики. Ак-центовано на важливості цифровізації, державно-приватного партнерства та інституційного зміцнення ор-ганів місцевого самоврядування. Запропоновано напрями удосконалення механізмів координації суб’єктів управ-ління та підвищення ефективності використання ресурсів для забезпечення стійкого розвитку громад.

EN: The article examines the theoretical foundations and practical mechanisms of infrastructure development management in territorial communities of Ukraine. It emphasizes the critical role of infrastructure as a determinant of socio-economic growth, local competitiveness, and quality of life. The study analyzes the impact of decentralization reforms and post-war reconstruction challenges on the transformation of management models, highlighting disparities in infrastructure provision across different regions and types of communities. The research identifies key obstacles, including limited financial and investment capacity, aging engineering networks, insufficient institutional structures, and low levels of project management expertise. Based on a synthesis of domestic and international literature, the article substantiates the need for integrated strategic, innovative, and partnership-based approaches in local infrastructure policy. It argues for the implementation of digital tools, geospatial information systems, public participation mechanisms, and public-private partnership frameworks to enhance transparency, accountability, and operational efficiency. The study also emphasizes strengthening institutional capacity through training, creation of project management offices, and coordination between state, regional, and local governance bodies. Finally, the article proposes specific directions for improvement, including prioritization of investment projects, sustainable and green infrastructure initiatives, and resilient planning strategies to ensure long-term socio-economic stability. The findings provide methodological and practical insights for local authorities, policymakers, and researchers seeking to optimize infrastructure management and foster sustainable development of territorial communities in Ukraine. Thus, effective management of infrastructure development is a determinant of sustainable development of territorial communities, ensuring the growth of the population's well-being, strengthening economic potential, and integrating Ukraine into the European space of sustainable cities and communities.
