Еволюція міграційних процесів в Україні до війни та під час її перебігу, реакція держави й перспективи сталого розвитку

Abstract

UK: У статті проаналізовано динаміку міграційних процесів в Україні з акцентом на періоди до повномасштаб-ного вторгнення та під час воєнних дій. Досліджено ключові фактори, що вплинули на зміну міграційних потоків, включаючи економічні, соціальні та безпекові аспекти. Особливу увагу приділено державним механізмам реагу-вання, програмам підтримки вимушених переселенців та стратегіям інтеграції мігрантів у контексті післяво-єнного відновлення. Розкрито трансформацію міграції від трудової до вимушеної, проаналізовано гендерні й ві-кові зрушення та регіональні особливості внутрішнього переміщення. Узагальнено міжнародні практики адап-тації міграційної політики в кризових умовах та оцінено можливості їх впровадження в Україні. Результати можуть слугувати основою для розробки політики стійкого демографічного та економічного розвитку й фор-мування довгострокової стратегії реінтеграції та повернення мігрантів.

EN: The article explores the role of migration processes as a critical factor in the transformation of Ukraine’s demographic, economic, and social landscapes during crises and post-war recovery. It examines the evolution of migration patterns, highlighting how social enterprises can support displaced populations, address demographic imbalances, and contribute to rebuilding resilient communities. A particular emphasis is placed on their capacity to foster both demographic stability and economic recovery, positioning them as key contributors in achieving the Sustainable Development Goals (SDGs). The study provides a systematic analysis of pre-war and wartime migration dynamics, identifying best practices from international experiences in managing forced displacement in conflict-affected regions. It examines the mechanisms of financial, institutional, and social support that enable effective crisis response and long-term integration. These mechanisms include humanitarian aid frameworks, labor market integration programs, repatriation incentives, and community-based resettlement initiatives that combine immediate relief with sustainable growth. An important component of the research is the assessment of opportunities for adapting global models to Ukrainian realities, which are marked by rapid demographic shifts, strained public resources, regulatory gaps, and heightened demand for inclusive recovery strategies. The article highlights the adaptability of migration management approaches in addressing multifaceted socio-economic pressures, underscoring their potential to serve as a cornerstone of national reconstruction efforts. Based on the analysis, key policy directions and support priorities are outlined, including demographic forecasting, integration infrastructure, fiscal incentives, and ecosystem development for returnees and internally displaced persons (IDPs). The proposed analytical framework provides a foundation for designing targeted public policies aimed at strengthening migration governance. It also supports the formation of partnerships between government bodies, international organizations, and local stakeholders to amplify the demographic and economic effects of migration-related initiatives. The findings contribute to the advancement of scientific knowledge regarding the resilience of migration systems in transitional economies and offer practical recommendations for integrating migration management into long-term strategies for sustainable growth, demographic balance, and post-conflict rehabilitation.
