Особливості функціонування підприємств харчової промисловості в умовах воєнного стану та напрями повоєнного розвитку

Abstract

UK: У статті досліджено сучасний стан, особливості функціонування підприємств харчової промисловості України в умовах воєнного стану та окреслено напрями розвитку у повоєнний період. Визначено роль галузі як стратегічного сектору національної економіки, що забезпечує продовольчу безпеку, соціально-економічну стабільність та експортний потенціал. Проаналізовано структуру й динаміку виробництва харчових продуктів за основними групами, тенденції індексів промислового виробництва та обсягів реалізації продукції, що відображають здатність підприємств адаптуватися до умов війни та наявні структурні дисбаланси. Систематизовано виклики та механізми підтримки галузі. Окреслено напрями післявоєнного відновлення, серед них: гармонізація стандартів, упровадження принципів сталого розвитку, технологічна модернізація та цифровізація, підвищення енергоефективності, стимулювання експорту й диверсифікація ринків, оновлення системи підготовки кадрів. Комплексна реалізація цих заходів сприятиме відновленню виробничого потенціалу підприємств харчової промисловості, зміцненню конкурентоспроможності та інтеграції у європейський економічний простір

EN: The article describes the current state, functioning features, and development prospects of food industry enterprises in Ukraine under martial law. It reveals the role of food industry as a strategic sector of the national economy, ensuring food security, socio-economic stability, and export potential. The structure and dynamics of production by key subsectors, raw material base, and enterprise concentration are analyzed. Based on statistical data, trends in industrial production indices and sales volumes are identified, indicating the adaptability of enterprises to wartime conditions while exposing structural imbalances. The main challenges are summarized as follows: destruction of production and logistics chains, shortage of raw materials, labor reduction, rising energy and transportation costs, export restrictions, and increased risks for foreign partners. State and international support mechanisms are characterized, including relocation programs, concessional lending, grant financing, regulatory simplification, promotion of energy efficiency, and attraction of international technical assistance. Key areas of postwar recovery are defined: harmonization of regulatory and technical requirements with international and European standards; implementation of sustainable development principles (circular technologies, organic production, renewable resources); technological modernization and digitalization; increasing energy efficiency and resource conservation; stimulating exports and diversifying markets; and reforming vocational and higher education to train personnel according to modern European standards. Support approaches are summarized at three levels –national, regional, and individual enterprises – forming a multi-level system for stimulating and developing the industry. The comprehensive and coordinated implementation of these measures will restore production potential, strengthen competitiveness, integrate the Ukrainian food industry into the European economic space, and ensure sustainable socio-economic growth
