Особливості управління земельними ресурсами у контексті впровадження ринку земель сільськогосподарського призначення

Abstract

UK: У статті охарактеризовано невирішені питання формування та функціонування вільного ринку землі за сучасних умов. Наведено основи загальноєвропейської практики управління земельними ресурсами. Доведено, що, незважаючи на індивідуальні особливості різних держав, порівняння досвіду земельної реформи є ефективним інструментом розуміння вітчизняних загальних тенденцій. За сучасних умов у змісті управління земельними ресурсами категорія «ринок земельних ресурсів» має велике значення. Визначено основні аспекти запровадження та функціонування ринку землі сільськогосподарського призначення. Доведено, що земельні ресурси потребують комплексного управління, яке полягає в цілеспрямованій координації зусиль, раціональному підборі форм власності на землю, форм організації її використання тощо.

RU: В статье охарактеризованы нерешенные вопросы формирования и функционирования свободного рынка земли в современных условиях. Приведены основы общеевропейской практики управления земельными ресурсами. Доказано, что, несмотря на индивидуальные особенности различных государств, сравнение опыта земельной реформы является эффективным инструментом понимания отечественных общих тенденций. В современных условиях в содержании управления земельными ресурсами категория «рынок земельных ресурсов» имеет большое значение. Определены основные аспекты внедрения и функционирования рынка земли сельскохозяйственного назначения. Доказано, что земельные ресурсы требуют комплексного управления, которое заключается в целенаправленной координации усилий, рациональном подборе форм собственности на землю, форм организации ее использования и т. д

EN: The unresolved questions about formation and functioning of a free land market in Ukraine are described article. Under the current conditions in the content of land resources management, the category of “land market” is important. The main aspects of the introduction and functioning of the agricultural land market are determined. The opinion of scientists, experts and practitioners on this issue is considered. The foundations of the European practice of land resources management are presented. It is confirmed that land resources require integrated management, which consists in purposeful coordination of efforts, rational selection of forms of ownership of land and forms of organization of its use, etc. It is proved that, despite the individual features of different states, comparing the experience of land reform is an effective tool for understanding the national general tendencies. Modern economic transformations of the domestic agrarian sphere are mainly associated with the implementation of land reform. The need for its continuation and completion is determined by the economic uncertainty for the agrarian market members. Such a situation does not allow producers to work for a long-term perspective and focuses them only on quick profit, neglect of soil conservation, abandonment of animal husbandry, ignoring of technological operations, which leads to lower crop yields, quality, sales prices and, finally, loss of competitiveness, etc. It is stated that the development of agricultural land market is hindered by the following main factors: total distrust of state authorities; corruption in the field of land relations; imperfection of the Land Code of Ukraine; lack of economic and legal definition of shares; the danger of speculations with land, when large areas of land are bought up by financial speculators; change of purposiveness and urbanization of agricultural land, which will lead to an increase in prices for agricultural products; lack of funds for land acquisition and fear of competition with agrarian holdings; purchase of agricultural land by foreigners; illegal and shady use of land,etc.
