Оцінка інвестиційного клімату України та шляхи його покращення

Abstract

UK: У статті розкриваються економічна сутність і концептуальне розуміння інвестиційної привабливості та інвестиційного клімату держави, розглядаються й аналізуються чинники формування, основні макроекономічні показники та міжнародні рейтингові оцінки інвестиційної привабливості та інвестиційного клімату, а також вклади прямих інвестицій, прямих іноземних інвестицій, капітальних інвестицій за період 2015─2017 років. У статті зроблена оцінка інвестиційного клімату в Україні шляхом оцінки ключових факторів. Оцінка проводиться на двох рівнях: факторах, що не залежать від державної політики, і факторах, що залежать від неї. У статті наведено інформацію про динаміку основних макроекономічних показників України за 2014─2017 роки. Дано аналіз розподілу капітальних вкладень за сферами економічної діяльності. Також наведено розподіл капітальних вкладень за джерелами фінансування. Виявлено причини погіршення інвестиційного клімату країни та шляхи покращення його стану та інвестиційної активності.

RU: В статье раскрываются экономическая сущность и концептуальное понимание инвестиционной привлекательности и инвестиционного климата государства, рассматриваются и анализируются факторы формирования, основные макроэкономические показатели и международные рейтинговые оценки инвестиционной привлекательности и инвестиционного климата, а также вклады прямых инвестиций, прямых иностранных инвестиций, капитальных инвестиций за период 2015─2017 годов. В статье сделана оценка инвестиционного климата в Украине путем оценки ключевых факторов. Оценка проводится на двух уровнях: факторах, которые не зависят от государственной политики и зависят от нее. В ста- тье приведена информация о динамике основных макроэкономических показателей Украины за 2014─2017 годы. Дан анализ распределения капитальных вложений по сферам экономической деятельности. Также приведено распределение капитальных вложений по источникам финансирования. Выявлены причины ухудшения инвестиционного климата страны и пути улучшения его состояния и инвестиционной активности.

EN: The article is devoted to the study of the state and development of foreign investment into the economy of Ukraine. Understanding the terminology that indicates the process of investing is in the article. The article reveals the economic essence and conceptual understanding of the investment attractiveness and investment climate of the state. In the article examines and analyzes the factors of formation, the main macroeconomic indicators and international rating assessments of investment attractiveness and investment climate, as well as contributions from direct investment, foreign direct investment, capital investment for the period 2015–2017 years for Ukraine. The article gives a list of factors influencing the quality of the investment environment. In the article make an assessment of the investment climate in Ukraine by assessing key factors. The assessment is made on two levels, factors that are independent of state policy and are factors that depend on it. The article contains information on the dynamics of key macroeconomic indicators of Ukraine for 2014─2017. The analysis of the distribution of capital investments in the spheres of economic activity is given. Also, the distribution of capital investments by sources of financing is given. The main source of financing of capital investments is the own funds of enterprises and organizations, which made up 70% of investments in 2017. The indicated objective and subjective reasons influenced by affect the investment climate. The reasons of deterioration of the investment climate of the country and ways of improving the state of investment activity are revealed. The article has such a conclusion. In order to improve investment attractiveness, a certain number of concrete measures need to be taken. For example, such as the development of state infrastructure, the creature new productive assets and innovative technologies. To create new projects for the interest of foreign investors and to support the development of small business. To fight corruption, improve the legal and information base, reform the judicial system. Particular attention should be paid to risk insurance of investors, related to the loss of property and capital.
