Формування механізму сталого розвитку міської транспортної системи на засадах концепції «розумного» міста

Abstract

UK: Проаналізовано особливості розвитку та основні проблеми міської транспортної системи. Запропоновано трактування поняття «розумне місто». Досліджено пріоритетні цілі, завдання та спільні риси «розумного міста». Визначено основні нововведення у сфері транспорту за методикою «розумного міста» в Україні. Звернено увагу на партиципаторне бюджетування як один із механізмів залучення коштів для побудови «розумного» міста, зокрема «розумного» транспорту. Вказано на необхідність створення спеціальних фондів громад (наприклад, фонду розвитку транспортної системи міста «Комфортний рух») із метою формування механізму сталого розвитку міської транспортної системи. Запропоновано шляхи вирішення проблеми щодо надмірного скупчення автотранспорту на перехрестях та відсутності мережі автомобільних стоянок у центральній частині міста. Виокремлено джерела залучення коштів для побудови «розумного» міста.

RU: Проанализированы особенности развития и основные проблемы городской транспортной системы. Предложено определение понятия «умный город». Исследованы приоритетные цели, задачи и общие черты «умного города». Определены основные нововведения в сфере транспорта по методике «умного» города в Украине. Обращено внимание на партиципаторне бюджетирования как один из механизмов привлечения средств для построения «умного» города, в частности «умного» транспорта. Указано на необходимость создания специальных фондов общин (например, фонда развития транспортной системы города «Комфортное движение») с целью формирования механизма устойчивого развития городской транспортной системы. Предложены пути решения проблемы чрезмерного скопления автотранспорта на перекрестках и отсутствия сети автомобильных стоянок в центральной части города. Выделены источники привлечения средств для построения «умного» города.

EN: The current level of transformation processes requires significant changes in the area of the national transport management system and its adaptation to the requirements of European standards for the formation of urban transport policy. The vast majority of passenger traffic in today's present conditions is unprofitable, the quality of transport services of the population does not meet European requirements, the negative impact of public transport on the environment and human health is increasing. In such circumstances, a particular feature of the functioning of urban public transport is that the traditional forms of municipal and municipal services have virtually exhausted themselves, as they do not meet modern requirements regarding logistics, security and ecology. The attempt to solve the whole complex of these problems was the creation of the concept of “smart city”. Implementation of the concept of “smart” city in the present is extremely relevant, since overloading of urban transport systems several times reduces the level of comfort of its inhabitants and significantly impairs the ecological situation of the city. Thus, it is necessary to study the peculiarities of the city's transport system development on the basis of the concept of “smart” city and the development of ecological logistics of Ukrainian cities in general and the city of Ternopil in particular. For Ukraine, the urgent issue of implementing the concept of a “smart” city is the development of transport infrastructure, since most Ukrainian cities are rebuilt after the Second World War with old Soviet technologies and are not designed for such a significant amount of transport. The overload of Ukrainian cities by transport and the massive use of private transport for access to work or leisure create a rather serious environmental problem – excessive accumulation of exhaust gases, even in residential areas of cities. There is also a need to address the problem of excessive accumulation of vehicles at the intersections of major transport arteries, the lack of a network of automobile parking in the central part of the city, sources of funding for the rapid implementation of the concept of “smart” city and “smart” transport.
