Децентралізація в Україні: наслідки та перспективи

Abstract

UK: У дослідженні розкрито передумови реформування національної економіки в напрямі децентралізації. Виокремлено основні етапи втілення реформи у життя. Наведено інформацію щодо створення об’єднаних територіальних громад, кількості осіб, які проживають на цих територіях, рейтингу областей щодо формування об’єднаних територіальних громад. Проведено аналіз основних показників фінансової, освітньої, медичної, територіальної, земельної децентралізації. Здійснено характеристику основних ризиків і викликів, які необхідно враховувати для успішної реалізації реформи на всіх її етапах. Узагальнено інформацію щодо проведеної децентралізації в Україні та виокремлено низку позитивних зрушень унаслідок проведеної реформи. Визначено основні шляхи провадження децентралізації на перспективу.

RU: В исследовании раскрыты предпосылки реформирования национальной экономики в направлении децентрализации. Выделены основные этапы воплощения реформы в жизнь. Приведена информация о создании объединенных территориальных общин, количестве человек, проживающих на этих территориях, рейтинге областей по формированию объединенных территориальных общин. Проведен анализ основных показателей финансовой, образовательной, медицинской, территориальной, земельной децентрализации. Осуществлена характеристика основных рисков и вызовов, которые необходимо учитывать для успешной реализации реформы на всех ее этапах. Обобщена информация о проведенной децентрализации в Украине и выделен ряд положительных сдвигов в результате проведенной реформы. Определены основные пути осуществления децентрализации на перспективу.

EN: The need for decentralization in Ukraine has long arisen. As practice shows, state power at the central level is not fully aware of the problems of one or another remote corner of the state. The funds that were allocated from the state budget often did not reach the specific city, the village, and if they reached – then not in full. The initiation of decentralization has made it possible to eliminate a number of financial, territorial and other problems, create additional jobs, improve the quality of medical and educational services, and gradually increase the quality of life in rural areas. The decentralization of power and financial powers of the state in favor of local self-government is one of the most important reforms since the time of Ukrainian independence. The main strategic task of modernizing the system of state administration and territorial organization of power, which is being implemented today, is the formation of effective local self-government, creation of comfortable living conditions for citizens, provision of high-quality and affordable public services. Achieving these goals is impossible without the proper level of economic development of the respective territories, their financial support and sufficient sources for filling local budgets. To date, decentralization reform has not been completed, since it foresaw some stages of its implementation from the very beginning. Therefore, the research conducted a description of what was done and estimated plans for the future in this direction. In addition, the main stages of implementation of reform in life are outlined. Information is provided on the creation of united territorial communities, the number of people living in these territories, the ranking of regions in the formation of united territorial communities. The analysis of the main indicators of financial, educational, medical, territorial, land decentralization has been carried out. A description of the main risks and challenges that need to be taken into account for the successful implementation of the reform at all its stages. Generalized information on the decentralization carried out in Ukraine and a number of positive developments for today as a result of the reform. The main ways of decentralization for the future are determined.
