Управление проектами развития организационно-технических систем в нефтегазовом секторе экономики

Abstract

RU: Работа посвящена выбору методологии управления проектами развития организационно-технических систем в нефтегазовом секторе экономики. Исследованы особенности проектов в этой сфере. Рассматриваемые проекты направлены на совершенствование технологических процессов добычи, транспортировки и хранения нефти и газа, а также защиту окружающей природной среды. Планируется управлять проектами по созданию геоинформационной системы мониторинга, которую планируется наполнять информацией с помощью технологий интернета вещей и беспилотных летательных аппаратов. Такой портфель проектов объединяет в себе проекты создания новой техники, разработки про-граммного обеспечения, системной интеграции существующих информационных технологий, реинжиниринга бизнес-процессов предприятия. Предложено для управления такими проектами использовать смешанную методологию «Водопад + Agile».

UK: Роботу присвячено вибору методології управління проектами розвитку організаційно-технічних систем у нафтогазовому секторі економіки. Досліджено особливості проектів у цій сфері. Розглянуті проекти спрямовані на вдосконалення технологічних процесів видобутку, транспортування та зберігання нафти й газу, а також на захист навколишнього природного середовища. Планується управляти проектами зі створення геоінформаційної системи моніторингу, яку планується наповнювати інформацією за допомогою технологій інтернету речей і безпілотних літальних апаратів. Такий портфель проектів об'єднує в собі проекти створення нової техніки, розроблення програмного забезпечення, системної інтеграції наявних інформаційних технологій, реінжинірингу бізнес-процесів підприємства. Запропоновано для управління такими проектами використовувати змішану методологію «Водоспад + Agile».

EN: The work is devoted to the selection of project management methodology for the development of organizational and technical systems in the oil and gas sector of the economy. The choice of project management methodology, which corresponds to the task, determines the success of this task. There are many methodologies and methods of project management, the choice of the most appropriate is a complex task, the solutions to which are currently not sufficiently developed. The features of projects in the oil and gas industry are investigated. The considered projects are aimed at improving of the technological processes of extraction, transportation and storage of oil and gas, as well as the protection of the environment. It is planned to manage projects in creating of a geographic information monitoring system. It is proposed to fill this information with the help of technologies of the Internet of things and drone. Such a portfolio of projects combines the creation of new technology projects, software development and system integration of existing information technologies. New technical and informational solutions will be effective only with a significant modernization of the business processes of oil and gas companies. This is necessary to ensure the continuous functioning of the units or individual enterprises that will ensure the operation of the monitoring geographic information system, the complex of information collection using sensors at the facilities and drones. The presence of a monitoring system will significantly change the most part of the company's management processes. To sum up, it follows that it will be necessary to implement projects for the reengineering of business processes. For the management of enterprise projects, it is proposed to create your own methodology, usually on the basis of existing ones, using the best practices in the management of leading global companies. The use of the proposed project management methodology will facilitate the implementation of projects for the development of organizational and technical systems in planned periods under varying external conditions and a more precise statement of the problem. To manage a portfolio of projects in an organization, you must create a project office. His area of responsibility is to support project management and direct management of one or more projects.
