Підходи до оцінювання якості міських пасажирських перевезень автомобільним транспортом

Abstract

UK: Світові тенденції свідчать, що якість транспортних послуг повинна забезпечувати потреби та очікування споживачів. Відповідно зростає важливість визначення основних критеріїв, які визначають якісні характеристики послуг пасажирського транспорту. У статті досліджується проблематика оцінювання якості міських пасажирських перевезень автомобільним транспортом. Наданий аналіз наявної системи оцінки якості послуг із перевезення пасажирів. На основі пілотного дослідження пасажирів м. Києва визначена вагомість запропонованих критеріїв для оцінки якості міських автомобільних пасажирських перевезень. Надані рекомендації щодо розроблення ефективного механізму для практичних розрахунків комплексного показника якості обслуговування пасажирів та формування ефективної системи сервісного обслуговування населення міст автомобільним транспортом.

RU: Мировые тенденции свидетельствуют, что качество транспортных услуг должно обеспечивать потребности и ожидания потребителей. Соответственно растет важность определения основных критериев, которые определяют качественные характеристики услуг пассажирского транспорта. В статье исследуется проблематика оценки качества городских пассажирских перевозок автомобильным транспортом. Представлен анализ существующей системы оценки качества услуг по перевозке пассажиров. На основе пилотного исследования пассажиров г. Киева определена значимость предложенных критериев для оценки качества городских автомобильных пассажирских перевозок. Даны рекомендации по разработке эффективного механизма для практических расчетов комплексного показателя качества обслуживания пассажиров и формирования эффективной системы сервисного обслуживания населения городов автомобильным транспортом.

EN: Within recent years there have been some fundamental changes in the patterns and way of life Ukrainian people live. Those changes are supported by the development of the world economy, information technologies, and social networks. The increasing mobility of the population and pace of life set new challenges to the development of the transport system of the country and city passenger transport in particular. Representing the city passenger transport as a social and economic system allows determining and generating such a notion as a passenger transport service which has a significant influence on a social dimension of living conditions of people in a city. Satisfying the needs of people in transportation, the city passenger transport influences the level of labour and public services efficiency, development of culture and leisure. Assuring quality and timely passenger transportation is one of the requirements of modern living standards. The issue of assuring the quality of passenger transport services is the matter of concern of both consumers of transport services and companies rendering them. The experience of the European Union countries shows that the quality of city passenger transportation must satisfy the needs and meet the expectation of consumers. The notion of the quality of city passenger transportation has a complex structure and uncertainty related to the dynamic character of a modern society and a lifestyle of main consumers of transport services. Therefore the importance of defining the factors which influence the quality of service increases as well as the main criteria which define the characteristics of the transportation. The existing criteria for evaluating the quality of passenger transportation are mainly abstract and non-material. That is why the process of detecting and determining those criteria is complicated. Thus, there is an increasing importance for conducting researches to form the system of criteria that have a significant influence on the quality of city motor-car passenger transportation and the diversity of the existing approaches to the estimation of the quality of transport services in order to develop an effective mechanism for calculating the complex index of the quality.
