Ініціатива прозорості видобувних галузей як інструмент інфраструктурного забезпечення сталого розвитку регіону

Abstract

UK: Сучасний глобалізований простір вимагає встановлення відповідних пріоритетів соціально-економічного розвитку регіонів та держав. Одним із найважливіших серед таких пріоритетів є сталий розвиток. У дослідженні виділено основні заходи, які мають реалізовувати органи місцевого самоврядування для досягнення цілей сталого розвитку. Здійснено їх порівняння із завданнями, які поставлені у стратегії розвитку регіону. Доведено, що формування механізму управління регіональним розвитком передбачає створення відповідного інфраструктурного забезпечення цього процесу. Приведено перелік інфраструктурних елементів, які відіграють важливу роль у забезпеченні сталого розвитку регіону. Встановлено, що Ініціатива прозорості видобувних галузей найкраще забезпечує реалізацію принципів концепції сталого розвитку. ІПВГ декларує відкритість, прозорість, правдивість інформації про отримані доходи і сплачені платежі до місцевих бюджетів, тому вона може вважатися одним із ключових інструментів інфраструктурного забезпечення сталого розвитку регіону.

RU: Современная глобализированная среда требует установки соответствующих приоритетов социально-экономического развития регионов и государств. Одним из важнейших среди таких приоритетов является устойчивое развитие. В исследовании выделены основные мероприятия, которые должны реализовывать органы местного самоуправления для достижения целей устойчивого развития. Осуществлено их сравнение с задачами, которые поставлены в стратегии развития региона. Доказано, что формирование механизма управления региональным развитием предусматривает создание соответствующего инфраструктурного обеспечения этого процесса. Приведен перечень инфраструктурных элементов, которые играют важную роль в обеспечении устойчивого развития региона. Установлено, что Инициатива прозрачности добывающих отраслей (ИПДО) обеспечивает наилучшим образом реализацию принципов концепции устойчивого развития. ИПДО декларирует открытость, прозрачность, достоверность информации о полученных доходах и уплаченных платежах в местные бюджеты, поэтому она может считаться одним из ключевых инструментов инфраструктурного обеспечения устойчивого развития региона.

EN: Modern globalized space requires the establishment of appropriate priorities for socio-economic development of regions and states. Sustainable development is one of the most important priorities. So this research is relevant at the present stage. Gradual progress largely depends on the specifics of regional development and the ability to solve problems and perform certain tasks in communities. Therefore, the article highlights the main measures that local governments should implement in order to achieve the goals of sustainable development. Their comparison with the tasks set in the strategy of the region's development, conformity is established. It is proved that the formation of a mechanism for management of regional development involves the creation of appropriate infrastructure support for this process. We have set a list of macro- and microlevel factors and trends have been identified that negatively affect the infrastructure provision of sustainable development. It is established that one of the effective tools of rational and transparent use of resources of the region, as well as overcoming the negative influence of factors, ensuring the possibility of effective functioning of the infrastructure of sustainable development is the Extractive Industries Transparency Initiative. EITI encourages the development of a socially oriented business that promotes sustainable development and finances its infrastructure support. The Initiative also promotes effective interaction with the local population. Through the dissemination of information, community representatives can understand what volumes of financing for infrastructure support for sustainable development of the region is worthwhile. It is also proved that the EITI promotes the use of effective indicators of budget programs, which makes it possible to demonstrate the effectiveness of using budget funds. Thus, at the level of communities and regions, it is possible to compare the achieved results and expenditures, assess the duration of execution of the budget program, etc. The EITI Secretariat emphasizes the need to join the NGO Initiative as they play an important role in advancing its core principles and approaches. The list of infrastructure elements, which play an important role in ensuring sustainable development of the region, is presented. It has been established that the Extractive Industries Transparency Initiative ensures the best implementation of the principles of the concept of sustainable development. EITI declares openness, transparency, truthfulness of information about received revenues and paid payments to local budgets. Therefore, the Initiative can be considered as one of the key instruments of infrastructure provision for sustainable development of the region.
