Сучасні проблеми формування фінансових ресурсів об’єднаних територіальних громад

Abstract

UK: У статті розглянуто питання формування фінансових ресурсів об’єднаних територіальних громад в умовах реформування місцевого самоврядування та територіальної організації влади в Україні. Обґрунтовано, що саме фінансовий аспект є одним із головних, що визначають успішність функціонування об’єднаних територіальних громад. Визначено основні завдання реформування територіальної організації влади в Україні та необхідні умови для його успішної реалізації. Систематизовано ознаки спроможності територіальних громад за умов розширення наявної дохідної бази місцевих бюджетів та децентралізації видаткових повноважень місцевих органів влади. Проаналізовано результати першого етапу децентралізації в Україні та стан виконання місцевих бюджетів. Визначено основні джерела формування фінансових ресурсів об’єднаних територіальних громад. Сформульовано проблеми, що перешкоджають просуванню реформи децентралізації та розвитку об’єднаних територіальних громад в Україні.

RU: В статье рассмотрены вопросы формирования финансовых ресурсов объединенных территориальных общин в условиях реформирования местного самоуправления и территориальной организации власти в Украине. Обосновано, что именно финансовый аспект является одним из главных, определяющих успешность функционирования объединенных территориальных общин. Определены основные задачи реформирования территориальной организации власти в Украине и необходимые условия для его успешной реализации. Систематизированы признаки способности территориальных общин в условиях расширения имеющейся доходной базы местных бюджетов и децентрализации расходных полномочий местных органов власти. Проанализированы результаты первого этапа децентрализации в Украине и состояние выполнения местных бюджетов. Определены основные источники формирования финансовых ресурсов объединенных территориальных общин. Сформулированы проблемы, препятствующие продвижению реформы децентрализации и развитию объединенных территориальных общин в Украине.

EN: The article considered financial resources formation of the united territorial communities in the conditions of the reform of local self-government and territorial organization of power in Ukraine. In the condition of reform of the public finance system, a tendency towards decentralization in public administration is relevant, as a result of which a certain number of powers are transferred to local authorities. Financial decentralization can balance the mechanisms of providing public services with the needs and preferences of local communities is substantiated. The financial aspect is one of the main determinants of the success of the functioning of the united territorial communities. The main tasks of reforming the territorial organization of power in Ukraine and the needed conditions for its successful implementation are determined. The signs of capacity of territorial communities are systematized in the conditions of expansion of the existing revenue base of local budgets and expenditure powers decentralization of local authorities. The results of the first stage of decentralization in Ukraine and the state of implementation of local budgets are analyzed. Positive results of financial decentralization are revealed, which are manifested in the annual growth of own resources of local budget, it shares in the structure of the consolidated budget of Ukraine, and the possibility of local self-government bodies to direct funds for development and implementation of infrastructure projects. The main sources of financial resources of the united territorial communities, which consist of own revenues and funds transferred from the state budget in the form of grants and subventions, are determined. Formulated problems hindering the reform of decentralization and development of united territorial communities in Ukraine. For the formation of capable communities at the state level, needed legislative regulation of the issue of administrative-territorial organization, services in local self-government bodies, town-planning activities, voluntary association of territorial communities, were established.
