Взаємозв’язок та синергія головних концепцій рамкових стандартів безпеки вмо в контексті забезпечення митної безпеки держави

Abstract

UK: У статті досліджено положення нової редакції (липень 2018 року) «Рамкових стандартів безпеки та полегшення всесвітньої торгівлі» ВМО стосовно умов діяльності уповноважених економічних операторів. Побудовано схеми середовища, в якому працюють уповноважені економічні оператори, та уповноваженого ланцюга постачання на основі «Митного керівництва з управління інтегрованим ланцюгом постачання» ВМО. Визначено точки інформаційного обміну (контролю) під час застосування інтегрованого ланцюга постачання товарів в міжнародній торгівлі. В результаті виявлено взаємозв’язки концепцій «Уповноваженого економічного оператора» та «Єдиного вікна», а також синергетичний ефект їх узгодженого запровадження стосовно рівня митної безпеки держави та поліпшення умов міжнародної торгівлі.

RU: В статье исследованы положения новой редакции (июль 2018 года) «Рамочных стандартов безопасности и облегчения всемирной торговли» ВТО относительно условий деятельности уполномоченных экономических операторов. Построены схемы среды, в которой работают уполномоченные экономические операторы, и уполномоченной цепи поставок на основе «Таможенного руководства по управлению интегрированной цепью поставок» ВМО. Определены точки информационного обмена (контроля) при применении интегрированной цепи поставок товаров в международной торговле. В результате выявлены взаимосвязи концепций «Уполномоченного экономического оператора» и «Единого окна», а также синергетический эффект их согласованного внедрения касательно уровня таможенной безопасности государства и улучшения условий международной торговли.

EN: Recently, the Parliament of Ukraine adopted in the first reading a draft Law of Ukraine (Reg. No. 7473 dated 29.12.2017), which specifies the mechanism of state regulation of the activities of authorized economic operators. A number of legislation on work actors of the international trade in the “Single Window” environment has also been adopted and introduced. In addition, in June 2018, the World Customs Organization approved the ISCM Guidelines for the management of integrated supply chains in international trade, and in July 2018, the new edition of the Safe Framework of Standards, which introduced a third “pillar” – cooperation between customs authorities and others state bodies that control goods transported across the customs border. Based on the foregoing, it is relevant to study the conditions in which the AEO will work in the near future. How will the practical implementation of the basic concepts of these documents on the state of customs security of Ukraine affect. The article examines the provisions of the new WCO Framework Safe Framework Standards (July 2018) regarding the conditions for the activities of authorized economic operators. Author has been creating schemes the environment in which authorized economic operators will be work and the integrated supply chain operate on the basis of WMO’s Integrated Supply Chain Management Guidelines. After that has been determine the points of information exchange (control’s points) at application of the integrated chain of supply of goods in international trade. Special attention was paid to the administrative and organizationa l aspects of the construction of the ISC, while the impact of modern information and communication technologies was only noted. As a result, the links between the concepts of “Authorized Economic Operator” and “Single Window” were identified, as well as the synergistic effect of their coherent implementation regarding for the level of customs security of the state and the improvement of the conditions of international trade.
