Перспективи розвитку сільських територій

Abstract

UK: Статтю присвячено перспективним напрямам розвитку сільських територій (СТ). Спрямовано увагу на стратегічні дії концепції «Лідер» як збалансованого перспективного розвитку СТ. Проаналізовано територіальну стратегію місцевого розвитку щодо реалізації політики управління землекористуванням СТ. Висвітлено висхідний підхід до управління ініціативними групами землекористувачів, землевласників та громадської спільноти. Наголошено на важливості організації партнерських стосунків та співробітництва між секторами різних форм власності. Висвітлено дійові заходи інноваційного розвитку земельних відносин на основі інноваційно-інвестиційної підтримки. Вказано на необхідність просування галузевих бізнес-проектів та поточне регулювання процесу управління господарською діяльністю в межах сільських територій.

RU: Статья посвящена перспективным направлениям развития сельских территорий (СТ). Внимание направлено на стратегические действия концепции «Лидер» как сбалансированного перспективного развития СТ. Проанализирована территориальная стратегия местного развития по реализации политики управления землепользованием СТ. Освещен восходящий подход к управлению инициативными группами землепользователей, землевладельцев и общественности. Отмечена важность организации партнерских отношений и сотрудничества между секторами различных форм собственности. Освещены действенные меры инновационного развития земельных отношений на основе инновационно-инвестиционной поддержки. Указано на необходимость продвижения отраслевых бизнес-проектов и текущее регулирование процесса управления хозяйственной деятельностью в рамках сельских территорий.

EN: The article is devoted to highlighting the urgent needs for the formation of the Ukrainian agricultural sector. The prospects for development of rural territories (RT) are emphasized. It is indicated that the crisis in the countryside is due to the deepening of the demographic crisis, which leads to the disappearance of villages. The most acute problems in the village are the decline of social infrastructure, low wages, lack of motivation to work, poverty, labor migration, unemployment. An urgent need arises in relation to state support for the development of depressed villages on the basis of improving the mechanism of management of RT. The priority basis for solving a number of existing problems is the positive experience of the development of RT of EU countries, which states the world tendencies of integration of economic systems in the context of the globalization of civilization processes. Consequently, the development of RT should be aimed at implementing the development of multi-sectoral rural infrastructure on the basis of promoting the best European practices. Thus, the Leader concept actively promotes the development of RT through the promotion of local community initiatives aimed at improving the well-being of local populations, improving the economic, ecological status and infrastructure of the territories as a whole. In this context, focusing on the strategic vision of the development of RT to meet local needs, further stimulating local initiatives, will promote the promotion of local initiatives and will draw attention to the actual problems of RT, attract investment, and attract business representatives. Innovative development of RT implies wide and ever-increasing application in the multi-sector economy of achievements of intellectual (scientific and technical) activity. Increasing the effectiveness of fiscal policy in the countryside can be achieved in the context of optimizing the rational use of budget funds. Consequently, the RT development policy should stimulate the territory strategy of local development on the basis of an upward approach to promoting initiative decisions by land users, landowners and the community.
