Корупція та підприємницька діяльність в Україні: інституційний вимір

Abstract

UK: У статті досліджено питання впливу рівня корупції на підприємницьку діяльність в Україні в контексті нових інституційних перетворень. Приведено детальний аналіз літератури щодо наслідків впливу корупції на довгостроковий соціально-економічний розвиток країни та на ефективність діяльності підприємств. Особливу увагу приділено аналізу ділового середовища та легкості ведення бізнесу українськими підприємствами. Емпірично доведено взаємозв’язок між контролем над корупцією та легкістю ведення бізнесу. Побудовано кореляційні матриці оцінки впливу параметрів інституційного середовища на формування доданої вартості в промисловості, у сфері послуг та сільського господарства, лісового господарства та рибальства. Згруповано практичні рекомендації для поліпшення інституційної якості в Україні з урахуванням світових багатосторонніх антикорупційних ініціатив.

RU: В статье исследуются вопросы влияния уровня коррупции на предпринимательскую деятельность в Украине в контексте новых институциональных преобразований. Приведен подробный анализ литературы о последствиях влияния коррупции на долгосрочное социально-экономическое развитие страны и на эффективность деятельности предприятий. Особое внимание уделено анализу деловой среды и легкости ведения бизнеса украинскими предприятиями. Эмпирически доказана взаимосвязь между контролем над коррупцией и легкостью ведения бизнеса. Построены корреляционные матрицы оценки влияния параметров институциональной среды на формирование добавленной стоимости в промышленности, в сфере услуг и сельского хозяйства, лесного хозяйства и рыболовства. Сгруппированы практические рекомендации по улучшению институционального качества в Украине с учетом мировых многосторонних антикоррупционных инициатив.

EN: The article examines the issues of the corruption's effect on business activity in Ukraine in the context of new institutional transformations. The actuality of the topic is associated with a delay in the unequivocal answer in the scientific literature about the negative or positive effect of corruption manifestations on the efficiency of the enterprise. Some scientists argue on negative effects of corruption: reduces economic performance due to rent seeking; increases transaction and operating costs; decreases investment and innovation activity. Other researchers consider corruption as a “grease the wheels”, that helps businesses to cope with bureaucratic restrictions, to overcome inefficiencies in providing government services and accelerates management decisions. But most scholars conclude that in countries with a weak institutional and legal system, corruption is considered to be a major disincentive for social and economic development. A detailed analysis of literature on the consequences of the impact of corruption on the long-term socio-economic development of the country and on the efficiency of enterprises are made by author. Initially, the corrupt behavior of the enterprise (the enterprise – the subject of corruption) can help reduce the transaction costs in contractual relationship and accelerate the adoption of positive decisions, but ultimately, stimulates the spread and stability of the corrupt behavior, and thus the deterioration of the institutional quality in the country (the enterprise – the object of corruption). Particular attention in article is paid to analyzing the business environment and ease of doing business for Ukrainian enterprises. The relation between corruption control and ease of doing business is empirically proven. Correlation matrices for assessing the impact of the institutional environment on the formation of added value in industry, services and agriculture, forestry and fisheries are made by author. Practical recommendations for improving institutional quality in Ukraine, taking into account global multilateral anticorruption initiatives are proposed in the article.
