Основні чинники людського розвитку в Україні

Abstract

UK: У статті висвітлено найбільш рушійні сили та чинники людського розвитку в Україні. Досліджено основні складники людського розвитку в Україні: стан здоров’я населення, рівень освіти та стан її фінансування, а також рівень життя населення, які безпосередньо впливають на людський розвиток. Виявлено загальні ознаки незадовільного стану здоров’я населення України, які впливають на тривалість його життя. Визначено необхідність зростання обсягів інвестування в освіту для поліпшення її якості. Показано низький рівень доходів та життя населення. Зазначено, що проблема створення сприятливих умов для розвитку людського потенціалу в Україні залишається невирішеною, що потребує проведення систематичних досліджень стану, чинників та напрямів забезпечення людського розвитку в мінливих умовах сьогодення.

RU: В статье освещены наиболее движущие силы и факторы человеческого развития в Украине. Исследованы основные составляющие человеческого развития в Украине: состояние здоровья населения, уровень образования и состояние ее финансирования, а также уровень жизни населения, которые непосредственно влияют на развитие общества. Выявлены общие признаки неудовлетворительного состояния здоровья населения Украины, которые влияют на продолжительность его жизни. Определена необходимость роста бобъемов инвестирования в образование для улучшения его качества. Показан низкий уровень доходов и жизни населения. Отмечено, что проблема создания благоприятных условий для развития человеческого потенциала в Украине остается нерешенной, что требует проведения систематических исследований состояния факторов и направлений обеспечения человеческого развития в меняющихся условиях современности.

EN: The article states that provision of conditions for human development is the main task of the activity of any state, its strategic and tactical aim. The main motivating forces and factors of human development in Ukraine are highlighted. The main components of human development in Ukraine are analyzed: the state of health of the population, the level of education and the state of its financing, as well as the standard of living of the population that have a direct impact on human development. The general signs of unsatisfactory state of health of the population of Ukraine, which influence the low duration of his life, are revealed. The necessity to increase the volume of investment into education is determined in order to ensure its quality, which will not only bring direct economic and external social benefits, but also stimulate economic growth. It is shown that low incomes of the population of Ukraine predetermine the formation of a significant layer of the population that is below the poverty line. According to the indicators of living standards, Ukraine is considered one of the poorest, which does not contribute to the expansion of opportunities for human development. The revealed problems become decisive, dominant in the transition to a socially oriented market economy. Overcoming the crisis phenomena in demographic development, increasing economic growth, raising the living standards of the population, expanding opportunities for the development and realization of human potential will be the most conducive to human development in the country. It is noted that the problem of creating favorable conditions for the development of human potential in Ukraine remains unresolved, which requires systematic studies of the state, factors and directions of ensuring human development in the changing conditions of our time. In order to ensure human development, it is necessary to increase the incomes of the population, create a real opportunity for employment and ensure productive employment; to introduce ecological and energy-saving technologies; to provide qualitative education, high level of medical care; produce quality food; promote a healthy lifestyle and thinking.
