Удосконалення екологічного менеджменту підприємств-природокористувачів на етапі прийняття управлінських рішень

Abstract

UK: Стаття присвячена розгляду сутності завдань екологічного менеджменту підприємств-природокористувачів, які є соціально-еколого-економічними системами (СЕЕС) локального рівня. Особливу увагу в рамках дослідження на підставі системного підходу приділено поведінці СЕЕС в умовах невизначеності, коливання та суттєвих змін факторів впливу екологічного характеру на формування, прийняття та реалізацію управлінських рішень щодо вдосконалення екологічного менеджменту. У статті запропоновано модель екологічно орієнтованого управління, схему централізованого управління СЕЕС локального рівня (підприємства-природокористувача), методику вирішення задач екологічного менеджменту за допомогою математичного моделювання, що є основою вибору управлінських рішень в галузі природокористування, охорони довкілля.

RU: Статья посвящена рассмотрению сущности заданий экологического менеджмента предприятий-природопользователей, которые являются социально-эколого-экономическими системами (СЕЕС) локаль- ного уровня. Особое внимание в рамках исследования на основе системного подхода уделено поведению СЕЕС в условиях неопределенности, колебаний и существенных изменений факторов влияния на формирование, принятие и реализацию управленческих решений касательно усовершенствования экологического менеджмента. В статье предложены модель экологически ориентированного управления, схема централизованного управления СЕЕС локального уровня (предприятия-природопользователя), методика решения задач экологического менеджмента с помощью математического моделирования, что является основой выбора управленческих решений в отрасли природопользования, охраны окружающей среды.

EN: The article is dedicated to the essence of the tasks of ecological management of the enterprises that are nature users, which are socio-ecological-economic systems (SEES) of the local level. Particular attention in the research on the basis of the system approach is paid to the behavior of the SEES in conditions of uncertainty, fluctuations and significant changes in the ecological impact factors on the formation of one of the main management actions that is developing, adopting and implementing the decisions on ecological management improving. The author of the article also proved that the process of making a management decision that is directly related to the volitional behavior of a head or a manager of the highest or middle control unit, is an important stage in management. This stage requires a scientific approach, the application of modern methods of substantiating and choosing of alternative actions in situations related to improving the quality of ecological management of the enterprises that are nature users. Thee users. Theproposes a model of eco-oriented management, a scheme of centralized management of the SEES at the local level (an enterprise that is a nature user), a method for solving ecological management problems, the tasks for identifying unknown parameters of pollution sources in two-dimensional non-stationary tasks of mass transfer, influencing the choice of innovative technological decisions in the field of ecology, nature use management and environmental protection through mathematical modeling. The author determined that mathematical methods allow to identify a set of factors influencing the change of qualitative and quantitative indicators of the state of the environment on time, and also to work out, to define, to substantiate certain administrative decisions concerning improving ecological indicators of the state of the SEES quickly, to improve ecological and general management of an enterprise that is a nature user, to determine the impact assessment on the quality of the environment.
