Стратегічні пріоритети регуляторної політики розвитку малого підприємництва та очікувані результати їх реалізації в Україні

Abstract

UK: Метою статті є проведення аналізу стратегічних пріоритетів регуляторної політики розвитку малого підприємництва та дослідження результатів їх реалізації в Україні. Визначено два підходи до визначення стратегічних пріоритетів державної регуляторної політики розвитку малого підприємництва. Графічно зображено напрями формування, стратегічні пріоритети регуляторної політики розвитку малого підприємництва та очікувані результати їх реалізації в Україні. Охарактеризовано функціональні етапи реалізації регуляторної політики та їхній вплив на функціонування та розвиток сектору малого підприємництва. Наведено сім ключових очікуваних результатів за ефективного планування перспектив розвитку вітчизняної регуляторної політики у сфері розвитку малого підприємництва.

RU: Целью статьи является проведение анализа стратегических приоритетов регуляторной политики развития малого предпринимательства и исследование результатов их реализации в Украине. Определены два подхода к определению стратегических приоритетов государственной регуляторной политики развития малого предпринимательства. Графически изображены направления формирования, стратегические приоритеты регуляторной политики развития малого предпринимательства и ожидаемые результаты их реализации в Украине. Охарактеризованы функциональные этапы реализации регуляторной политики и их влияние на функционирование и развитие сектора малого предпринимательства. Приведены семь ключевых ожидаемых результатов при эффективном планировании перспектив развития отечественной регуляторной политики в сфере развития малого предпринимательства.

EN: The purpose of the article is to analyze the strategic priorities of the regulatory policy of small business development and to study the results of their implementation in Ukraine. In the process of improving the regulatory policy of small business development in Ukraine, it is advisable to focus on the achievement of two key strategic imperatives. The first is the increase in the quality and efficiency of regulatory procedures; the second is to ensure a positive impact of regulatory policy on the state and development trends of this sector of the national economy. Accordingly, when forming strategic priorities, it is important to coordinate and unify, focus state policy on the simultaneous solution of two tasks. Strategic priorities of state regulation should also be directed to correcting deficiencies and ensuring more effective implementation of each of the functional stages of regulatory policy – planning, preparing normative legal acts, making them public, tracking performance, coordinating, publishing reports, reviewing, deregulating and prolonging actions. With this method of planning, the strategic priorities of the regulatory policy for the development of small businesses in Ukraine are defined as follows: the introduction of a project-oriented approach to the planning of new regulatory acts; the institutionalization of a parity approach to the development and processing of new solutions; creation of an integrated information dissemination and feedback system; creating an outsourcing tool for expert and analytical support for assessing the quality of regulatory policies and regulatory acts; the organization of a "transparent" system of management decision making; development of “platforms” for public expert presentation and discussion of reports; introduction of a mechanism for project diagnostics of the effectiveness of all regulatory acts. Strategic priorities are only directions and targets – the objectives of the implementation of public policy. Their concrete implementation depends on the mechanisms, tools and means used and implemented. In any case, their formation should focus on ensuring the appropriate strategic priorities. In addition, it is important to understand and to which the expected results should be resisted.
