Морська господарська діяльність як важіль забезпечення економічної безпеки України

Abstract

UK: У статті розглянуто теоретичні питання щодо сутності економічної безпеки та чинників її формування. Визначено умови, за яких морська господарська діяльність може здійснювати позитивний вплив на економічну безпеку України. Здійснено оцінку поточної ситуації в деяких сегментах морського господарства з огляду їхнього впливу на економічну безпеку країни та її окремі складники, зокрема, на продовольчу, зовнішньоекономічну на енергетичну безпеку. Визначено зв'язок між складниками економічної безпеки та сегментами морського господарства. Проаналізовано проблеми, які унеможливлюють ефективний розвиток таких сегментів морського господарства, як морська геологія, рибне господарство, морський транспорт, портова діяльність, суднобудування. Розроблено пропозиції щодо галузевих трансформацій у контексті забезпечення національних інтересів.

RU: В статье рассмотрены теоретические вопросы касаемо сущности экономической безопасности. Определены условия, при которых морехозяйственная деятельность может осуществлять позитивное влияние на экономическую безопасность Украины. Осуществлена оценка текущей ситуации в отдельных сегментах морского хозяйства, принимая во внимание их влияние на экономическую безопасность страны и ее отдельные составляющие, к примеру, энергетическую, продовольственную и внешнеэкономическую безопасность. Проведен анализ проблем, препятствующих эффективному развитию таких сегментов морехозяйственного комплекса, как морская геология, рыбное хозяйство, морской транспорт, портовое хозяйство, судостроение. Разработаны предложения отраслевых трансформаций в контексте обеспечения национальных интересов.

EN: The article deals with the theoretical questions about the essence of economic security. Such characteristics as resilience in countering internal and external threats, economic independence, which is characterized primarily by the possibility for any economic security entity to independently adopt and implement strategic economic and political decisions for development, self-development and self-development, national interests are formulated. Marine activity is defined as a multi-vector dynamic process of research, development and use of coastal and marine resources. In addition to directly economic tasks with the help of offshore activities, Ukraine also seeks to ensure the protection of national interests in the coastal zone, in inland sea waters, on the shelf and on the high seas. It is spoken in detailed about the description of the term "maritime economic activity". It has been determined that a common feature of all types of maritime activity is a certain link, with the marine environment, marine space and marine resources. However, the activity itself can be carried out in the coastal zone within the limits of coastal areas. The text gives valuable information on the conditions under which maritime economic activity can have a positive impact on Ukraine's economic security. The estimation of the current situation in some segments of the maritime economy is carried out in view of their impact on the country's economic security and its separate components, in particular, food, foreign economic energy security. It gives a detailed analysis of the problems that make effective the development of such segments of the marine economy as marine geology, fishery, sea transport, port activity, shipbuilding. The solution of these problems is impossible without effective state regulation. The following directions for improvement of the situation are offered such as renewal of fixed assets, creation of proper legal conditions, provision of state support, optimization of management system. As a result, proposals for sectoral transformations in the context of securing national interests have been developed.
