Теоретико-методологічні засади ефективності державного управління

Abstract

UK: Постійні зміни в державній системі, спрямовані на розвиток економічного зростання, модернізацію економіки держави та підвищення добробуту громадян, значною мірою зумовлюються ефективністю державного управління. Оцінка ефективності чи неефективності державного управління зумовлена тим, що саме вона дає змогу визначати ступінь реального забезпечення цілепокладання, організації та регулювання трансформаційних процесів. У статті досліджено кілька теоретико-методологічних підходів до визначення ефективності загалом та ефективності державного управління зокрема. Розглянуто класифікацію результатів діяльності державної служби. Визначено, за якими критеріями відбувається оцінка ефективності державного управління як у зарубіжній, так й у вітчизняній практиці.

RU: Постоянные изменения в государственной системе, направленные на развитие экономического роста, модернизацию экономики государства и повышение благосостояния граждан, в значительной мере обуславливаются эффективностью государственного управления. Оценка эффективности или неэффективности государственного управления обусловлена тем, что именно она позволяет определять степень реального обеспечения целеполагания, организации и регулирования трансформационных процессов. В статье исследовано несколько теоретико-методологических подходов к определению эффективности в целом и эффективности государственного управления в частности. Рассмотрена классификация результатов деятельности государственной службы. Определено, по каким критериям происходит оценка эффективности государственного управления в зарубежной и отечественной практике.

EN: Constant changes in the state system, aimed at the development of economic growth, modernization of the state's economy and welfare of citizens, are largely due to the efficiency of public administration. The importance of assessing the effectiveness or inefficiency of public administration is due to the fact that it itself can determine the degree of real provision of purpose, organization and regulation of transformation processes. For a long time, Ukrainian and foreign scientists are constantly trying to maximize the mechanism of public administration. In today's conditions of development of market relations, the solution to the problem of improving the governance system in public institutions and determining the effectiveness of public administration is on the fore. However, to this day there is no clear system of organization of state power, in which state bodies provide a sufficiently and structurally consistent management system. That is why the topic of finding a single, universal system for evaluating the effectiveness of public administration remains relevant today. In recent years, the gap between the expectations of the population and the real management practices is becoming more and more tangible. All this necessitates the introduction of new scientific approaches to the assessment of the current state and the definition of priorities and tasks of state policy, the completion of its concepts, state programs with practical achievements, new theoretical positions with an orientation to world standards. The article deals with several theoretical and methodological approaches to the definition of efficiency in general and the efficiency of public administration in particular. The classification of the results of the civil service activity as one of the methods for evaluating the efficiency of public administration is considered. The criteria for assessing the effectiveness of public administration in foreign countries are determined, and approaches to the definition of the assessment of the effectiveness of public administration in domestic practice are investigated.
