Кон’юнктурні дослідження ринку кам’яного вугілля в контексті забезпечення енергетичної безпеки України

Abstract

UK: У статті розглянуто особливості кон’юнктури ринку кам’яного вугілля в Україні. Визначено позицію вугільної промисловості в економічному господарстві країни, проведено аналіз рівня розвитку ринку кам’яного вугілля в Україні та світі, підкреслено важливість розвитку вугільної промисловості для дотримання енергетичної безпеки. На основі проведеного кон’юнктурного дослідження ринку кам’яного вугілля визначено основні загрози енергетичній безпеці України, якими є зменшення видобутку вугілля через російську агресію, обмеженість конкуренції в галузі, зношеність шахтного обладнання, недостатня підтримка державою реорганізації галузі. Наведено стратегічні цілі та заходи розвитку ринку вугілля та вугільної промисловості щодо забезпечення енергетичної безпеки країни. Стратегічною метою вдосконалення ринку вугілля й забезпечення енергетичної безпеки України визначено розвиток національного видобутку та конкурентних відносин у вугільній галузі.

RU: В статье рассмотрены особенности конъюнктуры рынка каменного угля в Украине. Определена позиция угольной промышленности в экономическом хозяйстве страны, проведен анализ уровня развития рынка каменного угля в Украине и мире, подчеркнута важность развития угольной промышленности для соблюдения энергетической безопасности. На основе проведенного конъюнктурного исследования рынка каменного угля определены основные угрозы энергетической безопасности Украины, которыми являются уменьшение добычи угля из-за российской агрессии, ограниченность конкуренции в отрасли, изношенность шахтного оборудования, недостаточная поддержка государством реорганизации отрасли. Приведены стратегические цели и меры развития рынка угля и угольной промышленности касательно обеспечения энергетической безопасности страны. Стратегической целью усовершенствования рынка угля и обеспечения энергетической безопасности Украины определено развитие национальной добычи и конкурентных отношений в угольной отрасли.

EN: The article considers the conjecture researches of the hard coal market, taking into account the energy security of our country. In the article the essence, structure and importance of this branch for observance of the energy security of our state is defined, the position of the coal industry in the economy of our country is defined, the article describes where exactly the centers of this branch of industry are located, the level of development of the hard coal market is analyzed, highlights the difficulties that hinder the development of this branch are highlighted, and the directions of its further development are formed. Positive changes in the economy are possible only with the stable functioning of the fuel and energy complex. The coal industry is one of its basic industries. Continuity of operation of thermal and hydroelectric power plants depends on coal supply. Hard coal is also a household fuel. In the article it is investigated that the importance of the coal industry is explained by its leading place in the economy of Ukraine, as hard coal is the only national energy carrier, which guarantees the energy security of the country. This indicates that the demand is fully satisfied by the supply, namely by the amount of the hard coal extracted on its own territory. Also our research is devoted to the probable reasons that caused the crisis in the coal industry. In the article the analysis of economic, ecological and power problems which negatively influence stable work of the coal organizations is carried out, the state financial support is defined; mechanisms of attraction of domestic and foreign investments are described. The hard coal market of our country is the main component of its energy security, coal mining and coal processing are characterized by a long tradition and highly developed infrastructure. This branch is perspective, as there are significant deposits of hard coal in the territory of our country. The hard coal market can be improved with the help of introduction of strict state supervision over the implementation of the program of development of the sphere of higher education; improvement of legislation concerning negative aspects in the functioning of the regions; effective cooperation with local authorities; introduction of exchange trading in coal products; liquidation of loss-making mines.
