Методический подход к определению уровня информационно-коммуникационного обеспечения деятельности высших учебных заведений

Abstract

RU: В статье представлена разработка методического подхода к определению уровня информационно- коммуникационного обеспечения деятельности высших учебных заведений на основе анализа публичной информации, размещенной на официальном сайте высшего учебного заведения. Расчет уровня информационно-коммуникационного обеспечения деятельности высших учебных заведений предлагается проводить на основе балльно-рейтинговой оценки, основанной на расчете определенных критериев оценки информации, таких как наличие, доступность, скорость получения, полнота, своевременность предоставления, простота и комфортность восприятия. Охарактеризованы основные этапы уровня информационно-коммуникационного обеспечения деятельности высших учебных заведений. Выделены преимущества данного методического подхода и его практическая значимость для современных высших учебных заведений.

UK: У статті наведене розроблення методичного підходу до визначення рівня інформаційно-комунікаційного забезпечення діяльності закладів вищої освіти на основі аналізу публічної інформації, розміщеної на офіційному сайті закладу вищої освіти. Розрахунок рівня інформаційно-комунікаційного забезпечен- ня діяльності закладів вищої освіти запропоновано проводити на основі бально-рейтингової оцінки, заснованої на розрахунку певних критеріїв оцінки інформації, таких як: наявність, доступність, швидкість отримання, повнота, своєчасність надання, простота і комфортність сприйняття. Охарактеризовано основні етапи рівня інформаційно-комунікаційного забезпечення діяльності закладів вищої освіти. Виділені переваги цього методичного підходу та його практична значущість для сучасних закладів вищої освіти.

EN: Institutions of higher education increasingly use modern information and communication technologies in their organizational activities, while there are no generally accepted methodological approaches to assessing the level of information and communication support for higher education institutions, which does not allow an objective assessment of the effectiveness of their activities. The article presents the development of a methodological approach to determining the level of information and communication support for higher education institutions based on an analysis of public information posted on the official website of the higher education institution. The calculation of the level of information and communication support for the activities of higher educational institutions has been proposed to be carried out on the basis of a score-rating assessment based on the calculation of certain criteria for evaluating information, such as: the presence on the site of a page with public information; availability of performance information; the speed of obtaining information; completeness of information; timeliness; ease of obtaining information; comfort perception of information. Evaluation options, reference values for each criterion and scores for each evaluation option are proposed. The calculation of the average score for each evaluation criterion and the calculation of the general level of information and communication support for the activities of higher educational institutions in accordance with the proposed scale are presented. It was proposed to determine the rating among higher education institutions participating in the assessment based on the calculation of the level of information and communication support for the activities of higher educational institutions. The main stages of the level of information and communication support of the activities of higher educational institutions are also characterized. The advantages of this methodical approach and its practical significance for modern higher educational institutions are highlighted. Their activities are aimed at sustainable development and increasing their competitiveness in the educational services market.
