Вплив глобалізації на якість медичних послуг

Abstract

UK: У статті розглянуто актуальність питання забезпечення охорони здоров’я та надання якісних медичних послуг у контексті впливу глобалізаційних процесів. Досліджено проблеми надання якісних медичних послуг для населення України. Встановлено, що сьогодні проблема охорони здоров’я населення у світі і в кожній окремо взятій країні все більшими темпами набуває глобального характеру. Проаналізовано основні показники, які характеризують стан охорони здоров’я в Україні та в окремих зарубіжних країнах. Висунуто гіпотезу щодо причин низької якості медичної допомоги в Україні. Оскільки глобалізаційні виклики призводять до того, що система охорони здоров’я в Україні часто стикається з дефіцитом фінансових ресурсів, кадровими та іншими проблемами, це вимагає перегляду політики розвитку, вдосконалення її структури і функціонування.

RU: Рассмотрена актуальность вопроса обеспечения здравоохранения и предоставления качественных медицинских услуг в контексте влияния глобализационных процессов. Установлено, что сегодня проблема охраны здоровья населения в мире и в каждой отдельно взятой стране все большими темпами приобретает глобальный характер. Исследованы проблемы предоставления качественных медицинских услуг для населения Украины. Проанализированы основные показатели, характеризующие состояние здравоохранения в Украине и в отдельных зарубежных странах. Выдвинута гипотеза о причинах низкого качества медицинской помощи в Украине. Поскольку глобализационные вызовы приводят к тому, что система здравоохранения в Украине часто сталкивается с дефицитом финансовых ресурсов, кадровыми и другими проблемами, это требует пересмотра политики развития, совершенствования ее структуры и функционирования.

EN: The article considers the urgency of the issue of health care provision and the provision of quality medical services in the context of the impact of globalization processes. The purpose of the article is to substantiate and elaborate concrete proposals necessary for the successful implementation of healthcare reform in Ukraine. It has been established that today the problem of public health in the world and in each individual country is becoming increasingly global in nature. The problems of provision of high-quality medical services for the population of Ukraine are investigated. The main indicators characterizing the state of health in Ukraine and some foreign countries are analyzed. The hypothesis about the reasons of poor quality of medical care in Ukraine is put forward. The results of scientific research and practice of medical institutions in developed countries of the world and in Ukraine have shown that as the demand of the population grows due to the volume of medical care, the requirements for its quality and safety grow. In addition, globalization challenges often result in the healthcare system in Ukraine facing a shortage of financial resources, personnel and other issues, requiring policy review, search for new development strategies, and improving its structure and functioning. Taking into account the above, we propose specific measures to improve the medical care of the Ukrainian population and provide the domestic medical sphere with highly professional personnel able to provide high-quality medical services to the population. We believe that the implementation of the proposed measures will improve the quality of medical care provision for the population and will contribute to solving the personnel problems of medical institutions in Ukraine, and a comprehensive approach to the analysis and evaluation of the health care system activities taking into account new conditions, globalization challenges and threats will allow for identifying clear prioritie, to justify development strategies and to achieve the global goals of health and well-being of the nation. As globalization challenges lead to the fact that the health care system in Ukraine often faces a lack of financial resources, personnel and other problems, it requires a review of development policies, improvement of its structure and functioning.
